Senior Legal Advisor

The Qatar Central Bank (QCB) is seeking a Senior Legal Advisor to join its Legal Affairs Department at the QCB Tower in Doha's West Bay district. You will provide senior-level legal advice to the Governor, Deputy Governor, and QCB divisions on banking regulation, monetary policy, and financial sector legislation.

Key Responsibilities

• Draft QCB circulars, regulations, and instructions issued to licensed banks and financial institutions
• Advise on banking supervision matters, including licensing, prudential requirements, and enforcement actions
• Provide legal opinions on Qatar's monetary policy framework and foreign exchange regulations
• Represent the QCB in negotiations on international agreements, MOUs with foreign central banks, and bilateral treaties
• Advise on Qatar's compliance with FATF anti-money laundering standards and MENAFATF recommendations
• Support legislative reform initiatives for the banking and financial services sector

• Lead the Legal Affairs Department's advisory function
• Supervise junior legal officers and external legal advisors
• Prepare legal reports for the QCB Board of Directors
• Coordinate with the Ministry of Finance and other government entities on legislative matters
• Represent the QCB at international central banking forums and conferences

• 10+ years PQE in banking regulation, financial services law, or central banking
• Experience working at or closely with a central bank or financial regulator
• Deep knowledge of banking prudential regulation and monetary law
• Bilingual in Arabic and English (Arabic drafting essential for regulatory instruments)
• LLB required; LLM in Banking Law, Financial Regulation, or Public Law preferred
• Understanding of Qatar's banking legislation and QCB regulatory framework
