Rapporteur Judge — Council of State (Danistay), Ankara

The Council of State (Danistay), Turkey's highest administrative court, is seeking Rapporteur Judges (Tetkik Hakimi) to support the judicial chambers in reviewing administrative disputes, tax cases, and government procurement challenges.

Key Responsibilities

• Prepare case analyses and draft judicial opinions for Danistay chambers handling administrative disputes
• Research legal questions involving administrative law, tax law, and public procurement under relevant Turkish legislation
• Analyze appeals from regional administrative courts (Bolge Idare Mahkemeleri) and first-instance administrative courts
• Prepare reports on administrative actions challenged under the Administrative Procedure Law No. 2577
• Draft reasoned decisions on stay of execution requests and preliminary injunctions
• Conduct comparative legal research on administrative law doctrines from French and German legal traditions

• Draft reasoned decisions on stay of execution requests and preliminary injunctions
• Conduct comparative legal research on administrative law doctrines from French and German legal traditions

• Graduation from a four-year Turkish law faculty (LLB)
• Successful completion of the judicial examination (hakim adayligi sinavi) and completion of staj (judicial traineeship)
• Minimum 3 years of judicial experience at first-instance or regional administrative courts
• Strong knowledge of Turkish administrative law, Administrative Procedure Law No. 2577, and Tax Procedure Law No. 213
• Interest in administrative justice, constitutional law, and public law
• Fluent Turkish; French or German language skills are valued given the civil law tradition
