Can Foreign Lawyers Practise in Hong Kong?
Yes. Foreign lawyers can practise in Hong Kong through several pathways:
- Registered Foreign Lawyer (RFL) — Practise foreign law and advise on international matters without full Hong Kong admission
- Re-qualification as a Hong Kong Solicitor — Full admission to practise Hong Kong law
- Foreign Law Firm Registration — International firms can register to operate in Hong Kong
Pathway 1: Registered Foreign Lawyer (RFL)
The Law Society of Hong Kong allows foreign-qualified lawyers to register as Registered Foreign Lawyers (RFLs). This permits you to:
- Advise on the law of your home jurisdiction
- Advise on international law matters
- Work at a Hong Kong law firm or foreign law firm registered in Hong Kong
You cannot: advise on Hong Kong law, appear in Hong Kong courts, or hold yourself out as a Hong Kong solicitor.
Requirements for RFL Registration

Pathway 2: Re-qualification as a Hong Kong Solicitor
Foreign lawyers wishing to gain full qualification to practise Hong Kong law can follow the Overseas Lawyers Qualification Examination (OLQE) pathway:
- Eligibility: You must be a qualified lawyer in a common law jurisdiction (e.g., England & Wales, Australia, New Zealand, Canada, Singapore, or certain US states)
- Pass the OLQE: The exam covers Hong Kong Constitutional Law, Hong Kong Land Law, Hong Kong Civil and Criminal Procedure, Hong Kong Commercial and Company Law, and Hong Kong Conveyancing Practice. You must pass all five papers within two years.
- Trimming Requirement: After passing the OLQE, complete a 2-year period of practice (the 'trimming' requirement) in Hong Kong under the supervision of a Hong Kong solicitor — this can be shortened for experienced lawyers
- Apply for Admission: Apply to the High Court for admission as a Hong Kong solicitor
