About AZTN — Croatian Competition Agency
The Agencija za zaštitu tržišnog natjecanja (AZTN) is Croatia's independent national competition authority, located at Savska cesta 41/XIV in Zagreb's Donji Grad district. Established by decision of the Croatian Parliament (Hrvatski sabor) in 1995 and operational since 1997, AZTN is responsible for protecting and promoting market competition in Croatia. The agency enforces the Zakon o zaštiti tržišnog natjecanja (Competition Act), which is fully harmonised with EU competition law (Articles 101 and 102 TFEU and the EU Merger Regulation). AZTN reviews merger notifications, investigates cartels and abuse of dominant position, and assesses state aid compatibility. The agency's pravnici and economists handle complex competition cases across all sectors of the Croatian economy including telecommunications, energy, banking, retail, and pharmaceuticals. AZTN cooperates closely with the European Commission's Directorate-General for Competition and participates in the European Competition Network (ECN), and its decisions are subject to judicial review by the High Administrative Court of the Republic of Croatia (Visoki upravni sud).
