The CSSF (Commission de Surveillance du Secteur Financier) is Luxembourg's financial sector regulator, headquartered at 283 Route d'Arlon in Luxembourg City. With approximately 1,000 staff members, the CSSF supervises banks, investment funds, fund managers, payment institutions, securities markets, and financial sector professionals across the Grand Duchy — making it one of the most important financial regulators in the European Union given Luxembourg's position as the world's second-largest investment fund domicile and the eurozone's largest private banking centre. Legal professionals at the CSSF draft and enforce regulations implementing EU directives (UCITS, AIFMD, MiFID II, DORA, SFDR), conduct on-site inspections of credit institutions and fund management companies, process fund authorisation applications, and pursue enforcement actions for regulatory breaches. The CSSF works closely with the ECB under the SSM, ESMA, and the Comité de Coordination de la Politique Prudentielle.
