About Estonian Competition Authority
The Estonian Competition Authority (Konkurentsiamet) is the national regulatory body responsible for competition enforcement, energy regulation, and electronic communications oversight, headquartered at Auna 6 in Tallinn's Kesklinn district. With approximately 100 employees including a team of juristid and competition specialists, Konkurentsiamet enforces the Konkurentsiseadus (Competition Act), administers merger control proceedings, investigates cartel and abuse of dominance cases, and regulates prices and access in energy (electricity, natural gas, district heating) and electronic communications markets. The authority cooperates closely with the European Commission under Regulation 1/2003 as a member of the European Competition Network (ECN) and handles state aid assessments under EU rules. Legal professionals at Konkurentsiamet conduct investigations, represent the authority before the Tallinn Administrative Court (Tallinna Halduskohus) and the Supreme Court in Tartu, and participate in drafting regulatory proposals for the Riigikogu (Estonian Parliament). The authority also oversees public procurement compliance and railway market regulation.
