About Qatar Central Bank — Legal Affairs
The Qatar Central Bank (QCB) is the principal monetary and financial regulatory authority of the State of Qatar, headquartered in the QCB Tower in Doha's West Bay district. The QCB's Legal Affairs Department provides legal advisory services to the Governor, Board of Directors, and all QCB divisions. The department handles banking regulation, monetary policy implementation, payments systems oversight, and anti-money laundering enforcement under Qatar's AML/CFT Law (Law No. 20 of 2019). The legal team drafts circulars, regulations, and instructions issued to licensed banks and financial institutions, and represents the QCB before courts and international regulatory forums including the Financial Action Task Force (FATF) and the Middle East and North Africa Financial Action Task Force (MENAFATF).
