Job Description

Under general supervision, with some latitude for independent initiative and judgment, this position supervises staff performing clerical and related office functions associated with the enforcement of laws and rules requiring periodic gas piping system inspections, and performs related administrative work:
- Maintaining the overall status of activities within the unit, identifying problem areas, evaluating work performance, and taking corrective actions such as rescheduling and reallocating resources.
- Planning, assigning, and reviewing the work of subordinates; supervising and training subordinates.
- Analyzing and reviewing on performance data and making recommendations for improvement.
- Maintaining excellent customer service by monitoring the quality and timeliness of the professional responsiveness by staff to customers via phone, email and correspondence inquiries.
- Liaising with internal and external stakeholders, such as filing representatives, Registered Design Professionals, Licensed Master Plumbers, homeowners, utilities, and community organizations as required to resolve issues.
- Collaborating on technical and operational issues with other internal and external entities.
- Working with the Human Resources and Employee Experience division to identify, interview, hire, promote, transfer and/or terminate staff including processing and/or approving all personnel actions required for efficient and quality office operation.
- Managing multiple projects/tasks simultaneously in a fast-paced environment.
- Utilizing Microsoft Outlook, Excel, PowerPoint, Visio, and Word, and Department programs for maintaining data and completing assignments.
- Performing quality assurance review of periodic gas piping system compliance reports and non-compliance violation civil penalty waiver requests.
- Researching issues and recommending dispositions (dismiss/uphold violation or challenge request).
- Reviewing payment refund requests.
- Preparing information for Freedom of Information Law (FOIL) requests and subpoenas.
- Performing gas piping system compliance research and ensuring data integrity.
- May participate in various assignments, including future and ongoing gas piping system compliance process improvement initiatives.
- May participate in and provide training to clerks.
- Other duties as required by the Unit.

Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
