Job Description

Hi, we're Oscar. We're hiring an Associate, Regulatory Operations to join our Compliance team.

Oscar is the first health insurance company built around a full stack technology platform and a relentless focus on serving our members. We started Oscar in 2012 to create the kind of health insurance company we would want for ourselvesโ€”one that behaves like a doctor in the family.

About the role:

The Regulatory Associate is responsible for project managing and supporting discrete tasks to ensure Oscar is compliant with federal and state product filing requirements. You will work with internal Oscar teams and interfaces with our external regulators.

You will report into the Senior Manager, Regulatory Operations.

Work Location: This is a remote position, open to candidates who reside in: Arizona, Florida, Georgia, Illinois, Iowa, Kansas, Michigan, Missouri, Nebraska, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas and Virginia. You will be fully remote; however, our approach to work may adapt over time. Future models could potentially involve a hybrid presence at the hub office associated with your metro area.

If you live within commutable distance to our New York City office (in Hudson Square) or our Tempe office (off the 101 at University Ave), you will be expected to come into the office at least three days each week. Otherwise, this is a remote / work-from-home role. Thursdays are a required in-office day for team meetings and events, while your other two office days are flexible to suit your schedule.

Pay Transparency: The base pay for this role in the states of New Jersey and New York is: $101,844 - $133,670 per year. The base pay for this role in all other locations is: $91,659 - $120,303 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program and annual performance bonuses.

Responsibilities:

  • Manage required annual QHP filings (form, binder, rate) with state regulators, state exchanges, and CMS, including the development of action plans that ensure regulatory approval
  • Develop and maintain successful relationships with regulatory agencies, including state insurance regulators (e.g., Alabama Department of Insurance, Florida Office of Insurance Regulation, Michigan's Department of Insurance and Financial Services, North Carolina Department of Insurance, Ohio Department of Insurance, Tennessee Department of Commerce and Insurance), state-based exchanges (e.g., Georgia Access, New Jersey Department of Banking and Insurance, New York State of Health, Pennsylvania Insurance Department and Virginia Bureau of Insurance), and CMS
  • Be the advisor to your teammates and teams to lead the accurate completion of filing deliverables as a subject matter expert
  • Develop sustainable processes which simplify outputs while ensuring high quality deliverables, including maintenance of a repository of guidance and resources
  • Manage other projects in support of filings while achieving deadlines and managing competing priorities
  • Compliance with all applicable laws and regulations
  • Other duties as assigned

Requirements:

  • Bachelor's degree or 4 years of commensurate experience.
  • 4+ years of healthcare industry experience, ideally in the health plan/managed care space.
  • 2+ years of SERFF, HIOS, and/or MPMS experience
  • Demonstrated project management skills.

Bonus points:

  • 3+ years of SERFF, HIOS, and/or network data analysis experience
