Job Description
Summary
The Employment Law Unit provides direct representation of the FBI in personnel-related administrative hearings and coordinates the FBI's representation in civil suits arising from personnel-related matters. The person selected for this position must possess broad employment law experience, sound judgment, exceptional communication and interpersonal skills, and a demonstrated ability to work collaboratively with senior leaders and managers in achieving mission objectives.Duties
GS-14 Provide legal advice for developing and implementing strategies for employee hiring and retention. Ensure compliance with the EEOC Uniform Guidelines on Employee Selection Procedures throughout FBI hiring and promotions. Provide legal advice to managers regarding compliance with federal employment discrimination statutes, FBI whistleblower protections, worker's compensation, employee leave, medical absences and reasonable accommodation issues. Provide legal advice concerning the agency's medical fitness for duty program. Review all FBI non-disciplinary adverse personnel actions (performance, attendance, fitness for duty) for legal compliance. Monitor compliance and provide legal advice regarding the Fair Labor Standards Act and wage and hour matters. Provide legal advice on General Schedule compensation and benefits, especially as applied to law enforcement officers. Conduct investigations and provide legal advice concerning OPM pay and leave claims, classification appeals, travel claims and claims involving overseas allowances. Provide legal advice on USERRA, military leave and veteran's rights in hiring and retention. Represent the FBI before the Department of Labor in matters of veterans' preference and veterans' rights. Serve as a key member of HRD crisis management teams, such as continuity of operations, pandemic planning, government shutdowns, and natural & manmade disasters. Provide legal advice to all levels of HRD management. Draft and review HRD and FBI-wide employment policies. Identify, review, and mitigate HRD legal risks. GS-15: In addition to the above duties: Provide expert legal advice and guidance to the highest levels of FBI management on all aspects of federal civil service personnel law.Qualifications
GS-14: Applicants applying for the GS-14 must have 2.5 or more years post J.D. attorney experience. Experience in participating in interpreting and analyzing legal issues. GS-15: Applicants applying for the GS-15 must have 5 or more years of post J.D. attorney experience. Experience demonstrating proficiency in interpreting and analyzing complex legal issues.Education
Positive Education Requirement: This position has a specific education requirement; all applicants must verify completion of this basic requirement by submitting both proof of JD degree and proof of good standing with a bar within a US jurisdiction.
