The Compliance Coordinator (Health Care Program Manager) provides management of the Recovery Audit Contractor (RAC) program, along with other utilization review programs. The role is an expert at contract management, internal planning, coordinating with external partners, and monitoring policy compliance, operations, and reporting. This is a great opportunity to work closely with program managers, financial administrators, senior compliance counsel, and external entities to ensure timely and compliant recovery of public funds.

About the division:

The Office of Regulatory Compliance & Oversight (ORCO) is part of the Division of Audit, Integrity, and Oversight (DAIO) within the Office of the Chief of Staff of HCA. ORCO provides technical assistance, resources, and oversight functions of federal and state grants, subawards, and state Medicaid expenditures. ORCO is HCA’s centralized body to provide leadership, education, and support to all divisions of the agency at all employee levels to mitigate risks, comply with changing laws and assist the agency in accomplishing its goals directly related to federal grant and Medicaid oversight and compliance.


About the position:

The HCPM position will report directly to the Program Integrity Liaison and will provide centralized management, coordination and facilitation of the Recovery Audit Contractor (RAC) program and Surveillance and Utilization Review System (SURS) program, and management and oversight of CMS’s Unified Program Integrity Contractor (UPIC). As an expert, this position will primarily focus on contract management of the RAC as well as agencywide internal planning, coordinating, monitoring, managing, and evaluating the internal RAC program structure, operations, policy/procedure development, and reporting.


This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.
