Job Description

Who are you?  

The Compliance Lead will be a key member of our core Infrastructure team, initially based at our major program site office at Toronto Pearson Airport. You will be responsible for ensuring adherence to defined organizational and program specific processes, policies, and governance frameworks across multiple programs. The role involves regular compliance audits, identification of gaps, and structured reporting of compliance risks and issues to senior management, to enable informed decision-making and continuous improvement.

Job Description 

As Compliance Lead you will be required to:

  • Lead and manage infrastructure compliance programs, ensuring adherence to organizational policies,  governance frameworks, regulatory requirements, and contractual obligations.
  • Plan and execute compliance audits and assessments across infrastructure programs, to evaluate process effectiveness, control compliance, and operational risks.
  • Monitor compliance with the Program Management Office Handbook  documentation, quality control procedures, and approval processes throughout the program lifecycle.
  • Identify compliance gaps, process deviations, and risk exposures, and drive timely corrective actions.
  • Conduct root cause analysis of recurring compliance issues and develop sustainable solutions to strengthen governance and controls.
  • Prepare and present compliance dashboards, audit reports, risk assessments, and key findings to senior leadership and governance stakeholders.
  • Lead the tracking, monitoring, and closure of audit findings, compliance actions, and risk mitigation plans within established timelines.
  • Partner with program managers, engineering teams, and functional leaders to improve process adoption, control effectiveness, and compliance performance.
  • Develop, review, and enhance compliance frameworks, checklists, and monitoring mechanisms to support continuous improvement.
  • Establish compliance metrics and reporting processes to identify trends, measure performance, and proactively manage risks.
  • Lead compliance training, awareness programs, and coaching initiatives to promote a strong culture of governance, accountability, and regulatory adherence.
  • Mentor and guide compliance team members while supporting internal audits, regulatory reviews, and external compliance inspections.

Qualifications

  • Bachelor’s degree in engineering (Civil/Mechanical/ Electrical), Project Management or equivalent.
  • 8–12 years of experience in process compliance, audits, governance, or PMO roles. Aviation experience is an advantage.
  • Proven experience in managing compliance across major program delivery.
  • Experience interacting with and presenting to senior management.
  • Extensive knowledge of ISO 9001 Quality Management Systems (QMS), with demonstrated experience in implementing and conducting audits in accordance with ISO 19011 guidelines.
  • Certification as a Lead Auditor or Certified Internal Auditor is required.
  • Certifications in Process Excellence, PMP, or similar are an added advantage.

The base salary range for this full-time role is $135,000 - $185,000 per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
