Job Description

NRC Lebanon, in partnership with UN-Habitat, the United Nations High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM), is undertaking a Joint Housing, Land and Property (HLP) Assessment in response to the escalation of hostilities in Lebanon since 2 March 2026, which has resulted in large-scale displacement and increased HLP vulnerabilities among affected populations.

To this end, NRC is seeking a qualified individual consultant or team of consultants with substantial legal expertise in Housing, Land and Property (HLP) rights to lead Component 2 of the Joint HLP Assessment: an analysis of Lebanon's legal and institutional framework governing HLP rights in the context of conflict-induced displacement, return, recovery and reconstruction.

The consultancy may be undertaken by an individual consultant or a team of consultants meeting the minimum qualifications and experience requirements set out in the Terms of Reference (see attached).
