Purpose of the role

To manage the people, processes and technologies in the IT function to ensure they deliver outcomes that support the goals of the business.  

Accountabilities

  • Development and implementation of technology strategies, ensuring technology investments are enablers for business success – i.e. improve efficiency, support growth, innovation, and risk management.
  • Strategic leadership to the business on all technology matters, working with subject matter experts across the Group Technology organisation, such as infrastructure, service management and architecture.  .
  • Alignment to global data governance frameworks to ensure data quality, security, and privacy, encouraging data-driven decision making by leveraging data analytics and artificial intelligence (AI) to extract insights and inform business strategies.
  • Implementation of technology practices according to security, compliance and regulatory requirements, and is kept current. Implementation of work in accordance with policies and controls and are actively managing risks.  .
  • Digital transformation/change projects, programmes and initiatives, modernising legacy systems new and enhanced digital solutions to enable customers, clients and colleagues.   .
  • Management of the technology team includes hiring, training, mentoring, and setting and achieving team goals and ensuring that the technology team have the resources and support they need to be successful.
  • Management of the technology budgets, ensuring appropriate prioritisation of resources, ensuring investments in technology support overall business goals, and that costs are optimised, and efficiencies are delivered, where required, ensuring financial risks associated with technology are mitigated.

Director Expectations

  • Provide expert advice to senior functional management and committees to influence decisions made outside of own function, offering significant input to function wide strategic initiatives.
  • Manage, coordinate and enable resourcing, budgeting and policy creation for a significant sub-function.
  • Escalates breaches of policies / procedure appropriately.
  • Foster and guide compliance, ensure regulations are observed that relevant processes in place to facilitate adherence.
  • Focus on the external environment, regulators, or advocacy groups to both monitor and influence on behalf of Barclays, when appropriate.
  • Demonstrate extensive knowledge of how the function integrates with the business division / Group to achieve the overall business objectives.
  • Maintain broad and comprehensive knowledge of industry theories and practices within own discipline alongside up-to-date relevant sector / functional knowledge, and insight into external market developments / initiatives.
  • Use interpretative thinking and advanced analytical skills to solve problems and design solutions in often complex/ sensitive situations.
  • Exercise management authority to make significant decisions and certain strategic decisions or recommendations within own area.
  • Negotiate with and influence stakeholders at a senior level both internally and externally.
  • Act as principal contact point for key clients and counterparts in other functions/ businesses divisions.

­­­­­­­­­­­­­­­­­­Overall purpose of role 

This role will be responsible for the technology strategy, development, execution and delivery covering Compliance Technology solutions, tools and services. Own and drive the product, data, and AI strategy for Compliance Technology platforms, ensuring alignment with evolving regulatory expectations and measurable business outcomes. Establish and lead a product-centric operating model, shifting from project-based delivery to outcome-driven platform ownership. 

 Key Accountabilities 

  • Establish India as a strategic Compliance Technology capability centre, delivering resilient, regulatory-grade platforms and measurable business outcomes through strong engineering, data, product, controls and talent leadership. 
  • Act as a key India-based leader within the global Compliance Technology function, owning senior stakeholder relationships across Compliance and ensuring alignment with Colleague CIO and Bank-wide priorities. 
  • Oversee the design, delivery and operation of Compliance applications across Surveillance, Governance, Risk & Control, Data domains. 
  • Shape the strategic technology roadmap with business and technology leaders, translating market, regulatory, technology and internal performance insights into clear portfolio priorities and action plans. 
  • Drive engineering excellence across Compliance Technology by embedding DevSecOps, CI/CD, automated testing, secure-by-design delivery, platform observability and leading delivery practices. 
  • Ensure critical Compliance platforms meet high availability, resilience, disaster recovery, failover and SRE standards. 
  • Accelerate adoption of AI, automation, advanced analytics and real-time/event-driven data architectures to improve signal quality, reduce false positives and enable proactive monitoring. 
  • Coordinate closely with Compliance leaders to align priorities, manage dependencies and risks, and oversee technology responses to regulatory incidents, surveillance breaches and audit findings. 
  • Manage relationships with strategic technology service vendors to support effective delivery, resilience and platform transformation. 
  • Build a future-ready workforce strategy aligned to AI, data and cloud skill requirements, creating a high-performing, accountable team culture that recognises strong performance and supports colleague development. 
  • Promote knowledge sharing and best practices that strengthen Colleague CIO’s ability to proactively address risks, priorities and emerging opportunities. 

Stakeholder Management and Leadership 

The role holder will be expected to interact with senior stakeholders across the organisation in relation to a wide range of initiatives and objectives. These will include, but will not be limited to: 

  • Regular interactions with MD / CxO level stakeholders across Technology and Compliance. 
  • Act as a strategic advisor to senior Compliance and Technology leadership on AI adoption, data strategy, and platform transformation. 
  • Influence department wide strategy on digital, data, and regulatory transformation initiatives. 
  • Support CIO - Compliance in Senior Management Committees and in Transformation / Programme / Project Forums. 
  • Support engagement on behalf of Compliance Technology in relation to bankwide technology and data strategy key initiatives.

Person Specification 

The role requires an accomplished senior technology leader with a proven track record and be able to evidence the following.  

Essential senior leadership capabilities: 

  • Senior leadership experience setting technology strategy, leading large-scale transformation and influencing senior stakeholders to deliver measurable business outcomes. 
  • Ability to lead modern engineering organisations and establish resilient, secure and observable platforms using contemporary delivery practices. 
  • Experience shaping data, AI and product-led platform strategies that improve operational performance, risk management and value delivery. 
  • Ability to balance innovation with regulatory expectations, cyber requirements, auditability and operational resilience. 
  • Proven ability to lead diverse teams through change, build high-performing cultures and communicate with impact across all levels. 
  • Highly developed presentation, facilitation, and communication skills (both verbal and written) 

Basic skills: 

  • Degree-level education in science, technology or a related discipline, or equivalent senior leadership experience. 
  • Strong understanding of modern engineering practices, including DevSecOps, SRE, automated testing, secure-by-design delivery and platform observability. 
  • Experience applying data, automation and AI-enabled capabilities to improve delivery, operational efficiency and control outcomes. 
  • Experience leading and executing complex technology transformational programs and data/cloud modernization programs 
  • Ability to operate effectively in a highly regulated environment with strong control, resilience and stakeholder management discipline. 
  • Knowledge and understanding of financial services industry: compliance, regulatory, or legal operations including knowledge of Financial Instruments, FO /Risk / Compliance processes, Reg & Control framework. 

Additional preferred skills: 

  • Financial services experience, particularly in compliance, regulatory, legal, Markets or Investment Banking environments. 
  • Experience designing or delivering surveillance, control room, electronic communications, anti-financial crime or other compliance technology platforms. 
  • Experience engaging with regulators, internal or external auditors and legal counsel. 
  • Architecture experience across data, AI, cloud or compliance platforms.
