Job Description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Director, State Licensure and Home Care Compliance based in the United States.

This senior leadership role is responsible for shaping and governing multi-state licensure and regulatory compliance for non-clinical home care operations. You will define the strategy, operating model, and governance framework that enables compliant expansion into new states while maintaining ongoing regulatory readiness. Acting as the primary subject matter expert, you will translate complex state regulations into actionable operational requirements that support scalable service delivery. The role operates at the intersection of compliance, operations, legal, HR, and program leadership, ensuring alignment across all stakeholders. You will oversee licensure readiness, audits, and regulatory risk management while guiding cross-functional execution. Accountabilities:

    You will own the end-to-end multi-state licensure and regulatory compliance program, defining the strategy, roadmap, and prioritization for state expansion and ongoing operations. You will maintain visibility over all licensing requirements, renewals, risks, and deadlines while ensuring leadership has clear insight into readiness and regulatory exposure. In addition, you will oversee policy development, operational controls, and compliance frameworks that ensure audit readiness and regulatory alignment across all jurisdictions.

    • Lead the multi-state licensure strategy, including state entry planning, regulatory assessment, and expansion readiness
    • Maintain a centralized inventory of licenses, renewals, requirements, and compliance obligations across all states
    • Oversee submission, tracking, and renewal of all licensure applications and regulatory filings
    • Translate state regulations into operational policies, workflows, and compliance controls
    • Guide audit readiness, inspections, and regulatory diligence processes, ensuring documentation accuracy and preparedness
    • Partner with HR, operations, recruiting, and training to ensure workforce and administrator compliance requirements are met
    • Lead and develop the licensure function while managing external regulatory counsel and consultants
    • Requirements

      This role requires extensive experience in healthcare compliance or regulatory operations, with proven ability to manage complex, multi-state licensure frameworks. You should be highly skilled in interpreting regulatory requirements and converting them into structured operational processes. Strong leadership, communication, and cross-functional influence are essential in a matrixed environment where alignment across multiple teams is critical.

      • Bachelor’s degree in healthcare administration, public health, business, compliance, or related field
      • 7+ years of experience in healthcare compliance, regulatory operations, or licensure management
      • Demonstrated experience managing multi-state regulatory or licensure programs
      • Strong ability to interpret regulations and translate them into operational requirements and policies
      • Experience building compliance systems, controls, and tracking frameworks
      • Proven leadership experience managing teams or programs across cross-functional stakeholders
      • Excellent communication skills with ability to engage senior leadership and external partners
      • Strong analytical thinking, risk assessment, and problem-solving capabilities
      • Preferred: experience in home care, personal care, or in-home services; exposure to certificate of need and state regulatory barriers
