The Oklahoma Department of Commerce seeks to fill a Director of Grants Management & Fiscal Compliance position. This position is a full-time position in the state government. Oklahoma Department of Commerce offers a comprehensive benefits package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The Oklahoma Department of Commerce receives annual allocations of funding from the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Health and Human Services (HHS), U.S. Department of Energy (DOE), and other sources to reduce poverty, build infrastructure, and uplift communities. In addition, we receive supplemental funding for specific, targeted goals such as Disaster Recovery.
This position would oversee the financial management and compliance for Community Development programs and grants.
Collaborate closely with the Division Director and Executive Director of CORE to establish financial goals and priorities for the division.

Direct and manage fiscal and administrative compliance on all federally mandated and/or discretionary sub-awards.
Coordinate and communicate compliance decisions, and all subsequent policy and procedural changes, with funding agencies and sub-grantee organizations.
Evaluate and implement quality control measures over the division’s financial compliance operations.
Develop and maintain fiscal monitoring tools, annual monitoring schedules, and financial policies.
Oversee financial monitoring, working with the various teams within the Community Development Division.
Lead financial monitoring for the Community Development Division, including programs such as: Community Services Block Grant (CSBG); Emergency Shelter Grant (ESG); Community Development Block Grant (CDBG), Weatherization Assistance Program (WAP), and programs assigned to Community Development.
Coordinate with Community Development team leaders to ensure fiscal and programmatic approval of monitoring reports, corrective action to be taken, and establish due dates for resolving the issues identified.
Ensure all implementation, monitoring, oversight, and closeout deadlines are met for all programs assigned to the team.
Other duties as assigned.
A bachelor’s degree in accounting, finance, or business is preferred, or a minimum of 2 years of experience in the field of accounting will be required.
At least five years of professional experience in federal grant management with an emphasis in administrative oversight and financial compliance, or an equivalent combination of education and experience, is required.
Experience supervising staff and/or leading a team.
Proficiency in Excel and the capacity to develop detailed charts and reports are required.
Experience with grant accounting and compliance.
Strong financial analysis and auditing skills.
Experience in federal block grants, HUD-funded programs, housing programs, energy efficiency, economic development, infrastructure management, or other related fields.
The position requires strong analytical, technical, interpersonal, and organizational skills.
Knowledge of accepted accounting practices and principles.
Knowledge of applicable federal and state laws about grants, general accounting knowledge, and the ability to analyze budgetary and accounting data to verify the accuracy of financial information.
Ability to identify patterns and anomalies in financial and programmatic documents such as timesheets, general ledgers, and invoices.
Knowledge of governmental accounting, grant accounting, and grants management processes.
The successful candidate must be self-directed.
The candidate must possess strong analytical, technical, interpersonal, and organizational skills.
Excellent attention to detail and accuracy are required.
Excellent written/oral, logistical, organizational, and customer service skills, and possess the ability to think and work independently and as part of a team.
The ability to work under pressure and meet deadlines is required.
Must have high initiative and the ability to express ideas clearly and concisely.
Must possess problem-solving skills and the capability to handle multiple requests simultaneously.
