Job Description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Government Contract Specialist - Risk Mitigation based in United States.

As a Government Contract Specialist - Risk Mitigation, you will provide contract leadership across commercial and government projects within a complex energy and infrastructure environment.
You will guide proposal development, contract reviews, negotiations, risk assessments, and governance throughout the deal lifecycle.
The role combines government contracting expertise with commercial judgment, compliance, and operational risk management.
You will also oversee government property management activities, audits, inventories, and regulatory reporting.
Working cross-functionally, you will partner with Legal, Finance, Tax, EHS, Sales, Operations, and project teams to support sound business decisions.
The position offers a fully remote work environment and the opportunity to drive process improvements, strengthen deal discipline, and improve operational performance.
This is a senior individual contributor role with significant influence over contract strategy, compliance, and risk mitigation.

Accountabilities

    • Lead the review of Requests for Proposals (RFPs), contract terms, compliance matrices, assumptions, and other proposal documentation before submission.

    • Organize and facilitate risk reviews and Deal Desk sessions across multiple approval levels, ensuring early identification of commercial and contractual risks and timely leadership decisions.

    • Partner with Sales and Tendering teams to develop appropriate commercial terms, conditions, assumptions, and risk mitigation strategies.

    • Own risk governance processes and tools throughout the Inquiry-to-Order (ITO) phase, ensuring consistency, quality, and compliance with established policies.

    • Apply LEAN principles, win-loss analysis, and proposal post-mortems to identify corrective actions and improve proposal quality, efficiency, and cycle times.

    • Lead complex contract negotiations and align customer requirements with business objectives, quality expectations, and acceptable risk profiles.

    • Draft, review, and negotiate commercial documents such as NDAs, MOUs, lien waivers, assignment agreements, estoppel letters, and related contractual documentation.

    • Ensure compliance with applicable government contracting requirements, including FAR, DFARS, DEARS, and relevant commercial flow-down obligations.

    • Provide ongoing contractual guidance to project and commercial teams during contract execution and facilitate effective handover of executed contracts and purchase orders into the order-to-remittance phase.

    • Establish and maintain accurate government property records and tracking systems in accordance with FAR 52.245 and other applicable requirements.

    • Conduct property audits and coordinate physical inventories, ensuring reconciliation and accountability of government property.

    • Coordinate government property disposition in accordance with contractual requirements and internal procedures.

    • Serve as the primary contact for DCAA and DCMA audits related to government property management systems and prepare periodic accountability reports such as DD 1662.

    • Drive continuous improvement and change management initiatives aimed at reducing cycle times and costs while improving service quality and operational rigor.

    • Monitor customer requirements, market developments, and competitive activity to identify opportunities and strengthen commercial strategies.

    • Serve as a cross-functional interface between Legal, Finance, Tax, EHS, Sales, and Operations to support coordinated decisions and effective deal execution.

    • Requirements

      • Bachelor’s degree or equivalent; a high school diploma/equivalent combined with at least 10 years of relevant experience may also qualify.

      • At least 10 years of experience in government and commercial contract formation and execution.

      • Strong knowledge of commercial terms and conditions, the Uniform Commercial Code (UCC), Federal Acquisition Regulations (FAR), and related government contracting requirements.

      • Familiarity with FAR Part 12 and Part 15, as well as the Defense Federal Acquisition Regulation Supplement (DFARS).

      • Experience working with multiple contract structures, including Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF).

      • Demonstrated experience with contract change management and the ability to assess and mitigate contractual and commercial risk.

      • Experience administering or executing a government property management system compliant with FAR 52.245.

      • Proven ability to draft, review, interpret, and negotiate contractual language.

      • Strong understanding of proposal, tendering, contract governance, risk review, and commercial approval processes.

      • Ability to collaborate effectively with cross-functional stakeholders and communicate contractual and risk considerations clearly to both technical and non-technical audiences.

      • Strong analytical, negotiation, problem-solving, and decision-making capabilities.

      • Ability to challenge existing processes constructively and identify opportunities for improved efficiency, consistency, and compliance.

      • Professional certification through NCMA, NPMA, or another relevant U.S. government contracting organization is preferred.

      • Must be legally authorized to work in the United States; the position is not eligible for U.S. immigration sponsorship.

      • Ability to work effectively in a fully remote environment.
