Job Summary
The Grants Compliance Manager is a critical member of the Mayor鈥檚 Office of Neighborhood Safety and Engagement (MONSE) team, responsible for ensuring the agency鈥檚 robust compliance with all local, state, federal, and private grant requirements and supporting program managers across all lanes of work. This role oversees the full life cycle of grants management鈥攊ncluding application, implementation, monitoring, reporting, and closeout鈥攖o support the agency鈥檚 mission to prevent violence and advance community safety in Baltimore. The Grants Compliance Manager serves as a subject matter expert, providing guidance and technical assistance to program staff and leadership, and acts as the primary liaison to funding agencies and auditors regarding grants compliance matters.

Essential Functions聽
Key ResponsibilitiesGrants Management & Compliance
- Develop, implement, and monitor policies, procedures, and systems to ensure compliance with all grant requirements, including federal, state, and private funding sources.
- Oversee the life cycle of all grants: application, set-up, budget management, performance tracking, reporting, and closeout.
- Maintain up-to-date knowledge of applicable regulations (e.g., 2 CFR 200/Uniform Guidance, state and city grant requirements, and funder-specific guidelines).
- Review grant proposals, budgets, and contracts for compliance prior to submission; coordinate with program and finance staff to ensure alignment with agency goals and funder requirements.
- Monitor grant-funded program activities and expenditures to ensure proper use of funds and adherence to grant terms and conditions.
- Ensure timely and accurate preparation and submission of all required reports (financial, narrative, and programmatic) to funders and regulatory agencies, including through the GOCPP GMS and Just Grants.
Training, Technical Assistance & Communication
- Provide ongoing training, guidance, and technical assistance to program and administrative staff on grants compliance, reporting, and documentation.
- Serve as the agency鈥檚 primary point of contact for funders, auditors, and city compliance offices regarding grants management and compliance.
- Communicate changes in grants regulations and requirements to relevant staff and leadership.
Monitoring, Auditing & Risk Management
- Conduct periodic internal reviews and audits of grant-funded programs, contracts, and expenditures to identify potential risks and implement corrective actions as needed.
- Prepare for and coordinate external audits and site visits by funders and oversight agencies.
- Maintain organized, accurate, and auditable grant records and documentation in accordance with agency and funder requirements.
- Identify, investigate, and resolve potential compliance issues or discrepancies.
Reporting & Analysis
- Develop and maintain dashboards, trackers, and other tools to monitor grant performance, spending, deliverables, and deadlines.
- Analyze grant spending and performance data to identify trends, risks, and opportunities for improvement.
- Prepare reports and presentations for agency leadership, City officials, and other stakeholders on grant compliance and performance.
Continuous Improvement
- Recommend and implement strategies to streamline grants management processes, improve efficiency, and mitigate compliance risks.
- Stay current on best practices in grants management and compliance; participate in professional development opportunities as appropriate.

Minimum Qualifications
Education: Bachelor鈥檚 degree in public administration, finance, accounting, business, or a related field (master鈥檚 degree preferred).
AND
Experience: Have at least five (5) years of progressive experience in grants management, compliance, accounting, or a related field; experience with government or nonprofit grants preferred. Demonstrated experience with budget development, monitoring, and financial reporting for grants. Experience working in government agencies or with programs related to violence prevention or public health is highly desirable.

Equivalency Notes: Have an equivalent combination of education and experience.

- Thorough knowledge of federal, state, and local grant regulations, including Uniform Guidance (2 CFR 200).
- Strong analytical, organizational, and problem-solving skills.
- Excellent attention to detail and ability to manage multiple priorities and deadlines.
- Proficiency with grants management systems, Microsoft Office Suite (especially Excel), and financial software.
- Effective communication and training skills; ability to work collaboratively across diverse teams.
- Commitment to the mission, values, and equity goals of MONSE.
