Description of Work
Employees accept, inspect and process the legal documents of new probation cases. They review court judgments and match offenders’ skills to needs with consideration given to the offenders’ criminal history, physical condition, age, transportation needs, and availability to perform the work within the designated period of time.Work involves interviewing offenders to obtain information regarding past arrests/convictions, work records, and family social histories to develop treatment and sanction recommendations for court-ordered presentence and pre-parole investigations. Employee must consider the needs of both the offenders and the recipient agencies and, if necessary, will refer offenders to support agencies for assistance to meet special needs.
Administrative tasks include, but are not limited to, negotiating agreements, placing offenders with agencies to perform designated community service work, complete required documentation, prepare reports, and maintain case files.
Work involves significant contact with members and officials of the judicial system, community agencies, victims, offenders, and general public while serving as the court's representative in the community and maintaining public awareness of the program.
Employees are usually located in or near the courthouse. Work is performed under the general supervision of a Judicial Services Specialist or Chief Probation and Parole Officer.
Knowledge Skills and Abilities/Management Preferences
This position is responsible for the intake of all new supervised and unsupervised probation cases and, in specified areas, monitoring deferred prosecution (deferred prosecution cases that require supervision will be referred to a Probation/Parole Officer).
The position shall obtain information from criminal offenders regarding new probation and community service cases placed under Community Supervision's authority. This entails:
- Interviewing offenders,
- Entering data into the appropriate software system,
- Assigning offenders for supervision,
- Determining if the offender requires interpreter services,
- Identifying if the offender requires accommodations under the ADA (Americans with Disabilities Act),
- Providing reporting instructions to the offender, and
- Processing intrastate and interstate transfer cases out of court.
This Judicial Services Coordinator position is usually located in or near the courthouse. Position is frequently in court and will associate with judges, lawyers, District Attorneys, Clerk of Court, law enforcement, etc.
The position will monitor for compliance offenders sentenced to community service, including placement of both unsupervised and supervised offenders at an agency to perform work hours and may monitor a low-risk - low-needs offender caseload.
Minimum Education and Experience

Bachelor's degree in criminal justice, human services, psychology, or related field of study from an appropriately accredited institution; or an equivalent combination of training and experience. Associate's degree in criminal justice, human services, psychology, or related field of study from an appropriately accredited institution and two years' experience in the court system, paralegal work, or other directly related experience; or an equivalent combination of training and experience. High school or General Educational Development (GED) diploma and four years of experience in the court system, paralegal work, or other directly related experience; or an equivalent combination of training and experience.
Salary Grade Range: $33,902 - $59,327

The Knowledge, Skills, and Abilities (KSAs)/Management Preferences are not required. Applicants who possess the following skills are preferred:
- Work assignments may include providing technical support to staff within the state court through acceptance, examination and processing of legal documents and providing pre-sentence, pre-parole, post release investigations. The incumbent will perform a variety of administrative tasks including but not limited to preparing documents and tracking status of cases.
- Work involves significant contact with members and officials of the judicial system, community agencies, victims, and offenders, serving as the agency's representative in court, the community, and in maintaining public awareness of the community service program.
- The Judicial Services Coordinator should have the ability to exhibit a working knowledge of local and regional community resources to address the placement of monitored offenders.
- Software programs used include but are not limited to:
- OPUS
- CSAS
- ICOTS
- FMS
- AOC
Familiarity with any of these programs is a plus.
- Must be able to communicate effectively, both orally and in writing.
- Must behave in a professional manner at all times as this position holds a highly visible position within Community Supervision.
- Must possess exceptional time management and organizational skills and must be able to work under stressful situations.
- Must work as a member of a team in a variety of activities to include court intake.

About the Division of Community Supervision:
The Division of Community Supervision (DCS) is responsible for overseeing supervision of adult offenders on probation, parole, or post-release. The DCS mission is to ensure public safety while helping offenders make positive changes and successfully complete their supervision. DCS collaborates closely with the NC Post-Release Supervision and Parole Commission, the court system as well as other state agencies, and community partners, particularly those addressing mental health, substance use and re-entry issues faced by our returning citizens. DCS is also responsible for the supervision of offenders who transfer from other states through the Interstate Compact program and has oversight of the Community Service Work Program.
