Job Description

Citi is looking for a Regulatory Change Identification Lead to join its Legal, Regulatory Requirements and Obligations team based in Poland, playing a central role in monitoring and managing regulatory change across the Middle East, Africa, and select EU countries. In this position, you will ensure that new and evolving laws and rules are identified, assessed, and routed accurately through Citi's Regulations Management Program — contributing directly to the integrity of Citi's compliance posture across a broad international footprint. This is an opportunity to build expertise across multiple regulatory jurisdictions while working within a team that operates at both regional and global scale.

 

Responsibilities

 

  • Monitor assigned regulatory authorities and review regulatory changes identified by third-party subscription services to assess applicability across Middle East, Africa jurisdictions.
  • Perform manual identification of regulatory changes when automated subscription services are unavailable, using direct communication, official regulator websites, and email correspondence.
  • Complete scope assessment questionnaires independently to determine whether identified regulatory changes fall within the program's remit.
  • Create and submit detailed Regulatory Change Identification Records in Citi's internal systems, capturing key data including summary, jurisdiction, regulator, publication and compliance dates, risk classification, and links to official regulatory sources.
  • Identify and assign regulatory changes to potentially impacted business units and their associated compliance coverage leads for Middle East and Africa jurisdictions where the identification and administration functions are combined.
  • Escalate regulatory changes flagged as potential extra-territorial regulations to the appropriate governance forum and apply confirmed classification flags to records in line with forum outcomes.
  • Partner with senior stakeholders across compliance, risk, and business functions to ensure timely execution of program tasks in accordance with defined metrics and deadlines.
  • Participate actively in tools updates and training sessions relevant to the Regulatory Change Identification Lead role to maintain program alignment.

 

Required Qualifications & Skills

 

  • Minimum 3 years of experience working in compliance, paralegal, audit, or operational risk management within a financial institution.
  • Familiarity with regulatory frameworks governing banking activities, including an understanding of how regulations apply to banking products and its services structures.
  • Ability to manage and organize complex documentation with a high level of accuracy and attention to detail.
  • Clear and effective communicator, comfortable engaging with stakeholders across different seniority levels and functional areas.
  • Self-starter with a collaborative working style, the ability to adapt to change, and a resilient approach to evolving priorities.
  • Proficient in Microsoft Office tools including Word, PowerPoint, Excel, and Outlook.
  • Bachelor's degree in a relevant field or equivalent practical experience.

 

Beneficial Skills & Qualifications

 

  • Proficiency in Spanish, or French, or another EU language, in addition to English, to support engagement across the program's geographic scope.
  • Familiarity with Middle East or African financial services regulatory environments.
  • Advanced degree in law, finance, business, or a related discipline.
  • Prior exposure to regulatory change management tools or third-party legal intelligence platforms or AI solutions usage.
