Work model: Hybrid (must be within commuting distance of Hartford, CT; Woonsocket, RI; Northfield, IL; or Scottsdale, AZ)
In-office expectation: Consistent in-person presence at a designated corporate office is required every Tuesday and Wednesday, or as otherwise directed by senior leadership. Workplace attendance expectations are subject to periodic review and may evolve to meet business needs.
Schedule: 8:00 AM – 5:00 PM, with flexibility based on department and stakeholder needs.
Position Summary
CVS Health is seeking a results-driven Manager to join Enterprise Procurement – Subcontractor Compliance & Risk (SCR). In this role, you will advance SCR’s mandate to satisfy client contractual requirements with third-party subcontracted vendors in direct support of the Pharmacy Benefit Management (PBM) business. Positioned at the nexus of contracting, compliance, risk management, and third-party governance, you will ensure subcontracted vendor information is complete, accurate, and readily available to satisfy client contractual obligations, while strengthening enterprise risk management controls and enabling disciplined, execution-ready operational delivery.
This role is well-suited for a professional who excels in fast-paced, highly regulated environments, brings confidence and sound judgment when leading through ambiguity, and can translate complex, high-stakes requests into clear, execution-ready outcomes. You will partner closely with PBM Legal, PBM Proposals, PBM Account Management, and PBM business owners, among other key stakeholders, serving as a trusted representative of Enterprise Procurement across cross-functional initiatives to help ensure SCR’s mandate—satisfying client contractual requirements with third-party vendors—is executed effectively and consistently.
Key Responsibilities
- Serve as a subject matter expert for subcontracted vendor matters, providing clear, timely guidance on vendor-related questions and issue resolution.
- Support PBM Account Management, PBM Legal, and PBM Proposal teams by developing and delivering clear, accurate, and timely responses for RFPs, PBM client requests, and other applicable due diligence activities related to subcontracted vendor matters.
- Lead cross-functional intake and issue resolution by coordinating with internal subject matter experts to research and validate answers to client inquiries; provide proactive, executive-ready updates on progress, emerging risks, and recommended paths to resolution.
- Collaborate with PBM business owners, PBM product owners and PBM program teams to identify, onboard, and track subcontracted vendors integral to PBM operations and client deliverables.
- Develop and distribute targeted PBM client-specific subcontracted vendor lists as required, ensuring accuracy, timeliness, and completeness.
- Lead client-specific projects spanning contract negotiation and execution, client approval workflows, and the completion of required state-specific documentation.
- Engage directly with high-value clients as a trusted point of contact, providing clear, timely responses to inquiries regarding subcontracted vendor services, obligations, and delivery expectations.
- Conduct pre-execution reviews of PBM client contracts to provide evaluation of operational feasibility, compliance and subcontractor-related risks, and surface potential red flags, with clearly defined mitigation strategies and recommended contracting positions.
- Lead defined components of subcontracted vendor negotiations, including regulatory flow-down provisions and PBM client-mandated terms, ensuring requirements are unambiguous, enforceable, and operationally executable.
- Collaborate closely with PBM Legal to maintain, update, and renegotiate Medicaid flow-down requirements as regulations, products, and client obligations evolve.
- Interpret Medicaid requirements, special provisions, and applicable terms and conditions to ensure accurate flow-down of client and regulatory obligations to subcontracted vendors.
- Draft, prepare, and perform rigorous reviews of various contract documents in accordance with CVS Health policies, standards, and contracting procedures, ensuring all PBM client-required subcontractor flow-down obligations are accurately incorporated, and clearly articulated.
- Represent Enterprise Procurement and CVS Health with professionalism, discretion, and sound judgment in all internal and external interactions.

Required Qualifications
- Minimum of 3 years of professional experience in a corporate environment with a focus on one or more of the following: vendor management, compliance/risk, contracting, and contract negotiation.
- Bachelor’s degree from an accredited four-year college or university (required and verifiable).

The typical pay range for this role is:
$60,300.00 - $145,860.00This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
