Wealth Sales & ServiceThe Manager, Policy Holder Tax & Regulatory Operations is responsible for overseeing the end-to-end operational delivery of policyholder tax reporting, unclaimed property, and regulatory compliance activities. This role ensures adherence to CRA requirements, FATCA, and CRS obligations, while driving operational excellence, audit readiness, and strong external relationships with regulators and vendors.
The incumbent leads a team of operations professionals and partners cross-functionally with Tax, Compliance, Technology, and external stakeholders to deliver accurate, timely, and compliant reporting outcomes.
KEY RESPONSIBILITIES
Regulatory & Tax Compliance Oversight
- Provide operational leadership for:
- Policyholder tax slips (e.g., T5s and other information returns)
- FATCA and CRS reporting and due diligence processes
- Unclaimed property identification, reporting, and remittance
- Ensure compliance with CRA requirements, including reporting and recordkeeping obligations for financial institutions
- Act as a subject matter expert on FATCA/CRS regulations, interpreting legislation and translating requirements into operational processes
- Maintain and enhance procedures, controls, and documentation to ensure regulatory adherence and audit readiness
CRA & External Relationship Management
- Serve as the primary operations contact with the Canada Revenue Agency (CRA) for:
- Tax remittance inquiries
- Reporting issues, corrections, and audit requests
- Represent the organization in regulatory interactions and industry forums as required
- Manage relationships with external vendors supporting tax reporting, unclaimed property, and compliance activities
- Coordinate responses to regulatory reviews, audits, and information requests
Operational Execution & Process Management
- Oversee end-to-end processes for:
- Annual tax reporting cycles and filing to CRA
- FATCA/CRS reporting submissions and reconciliations (including data validation and corrections)
- Unclaimed property tracking, due diligence, and reporting to applicable jurisdictions
- Drive continuous improvement by identifying opportunities to automate, streamline, and enhance controls
- Ensure timely completion of deliverables aligned with reguatory deadlines
Risk, Controls & Audit Management
- Lead internal and external audit support, including issue resolution and remediation tracking
- Conduct periodic process reviews and control testing to ensure compliance with evolving regulatory requirements
- Maintain strong documentation and evidence for audit and regulatory reviews
People Leadership & Team Development
- Lead, coach, and develop a team of operations processors
- Set clear performance expectations aligned to service levels, quality, and compliance outcomes
- Foster a high-performance, risk-aware culture focused on accuracy, accountability, and continuous improvement
- Manage capacity planning and workload prioritization, particularly during peak reporting periods
Cross-Functional Collaboration
- Partner with internal stakeholders including:
- Tax and Finance
- Compliance and Legal
- Technology and Data teams
- Client Services
- New Business
- Life/Investment Operations
- Support implementation of system enhancements, regulatory changes, and strategic initiatives related to tax reporting and operations
- Communicate complex regulatory requirements clearly to business partners and senior leadership
QUALIFICATIONS
Leadership & Core Skills
- Strong people management and coaching capability
- Excellent organizational and prioritization skills in a deadline-driven environment
- Proven ability to manage multiple complex processes simultaneously
- Strong stakeholder management and communication skills
Technical & Functional Skills
- Knowledge of:
- Policyholder tax reporting (e.g., tax slips and remittance processes)
- FATCA and CRS regulatory frameworks
- Unclaimed property reporting and compliance requirements
- Understanding of financial institution regulatory environments and CRA reporting expectations
- Experience with audit, controls, and risk management practices
Relationship Management
- Experience managing external vendor relationships and regulatory interactions
- Ability to influence across a matrixed organization and navigate cross-functional dependencies
Education & Experience
- 5+ years of experience in insurance, banking, or financial services operations
- Experience in tax reporting, regulatory operations, or compliance preferred
Nice-to-Have Enhancements
- Ownership of strategic transformation (automation / AI / workflow optimization)
- KPI ownership aligned to SLA, quality, and compliance metrics
Salary:
$56,000.00 - $103,500.00Pay Type:
SalariedThe above represents BMO Financial Group’s pay range and type.
Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
