JOB SUMMARY

Job Profile Summary

Performs intermediate level engineering and/or project management duties related to Process Safety Management (PSM) and Risk Management Plan (RMP) programs supporting one or more functional areas that may include:  refined products and crude oil terminal facilities; processing and/or storage facility operations; and/or estimating, designing, and coordinating projects.  Supports operations, engineering, and maintenance teams to ensure compliance with applicable regulatory and company standards related to PSM and RMP. 

Essential Functions and Responsibilities

  • Implement and maintain PSM policies, standards, and governance programs aligned with regulatory requirements and recognized industry best practices.
  • Develop, implement and maintain PSM facility procedures aligned with regulatory requirements and recognized industry best practices.
  • Facilitate process hazard analyses (PHAs) and PSM/RMP internal audits.  Ensure timely resolution and verification of action items.
  • Facilitate Management of Change (MOC) to ensure changes are documented in accordance with regulatory and company PSM/RMP standards.
  • Apply engineering and process safety knowledge related to process controls, instrumentation, and pressure relief systems when evaluating PHA safeguards.
  • Support development and tracking of process safety training requirements, ensuring personnel involved in covered processes are properly trained.
  • Report leading and lagging process safety metrics to evaluate risk exposure and compliance performance.
  • Support incident investigations, root cause analyses, and lessons learned implementation related to process safety events and near misses.
  • Provide technical and/or engineering assistance on matters including but not limited to:
    • Equipment/system design
    • Policies and procedures
    • Process Safety
  • Perform project management activities including but not limited to:
    • Bid proposals and contracts
    • AFE preparation and cost management
    • Management of Change (MOC)­
    • Construction plans and support
    • Creating and updating schedules / timelines
    • Preparing project progress and other reports
    • Managing change orders
  • Research, analyze, prepare and/or approve information including but not limited to:
    • Engineering studies
    • Governmental rules, regulations, codes and standards
    • Cost estimates
  • Identify opportunities for improvement and assist with implementation of new processes

Education

  • Bachelor's Degree in Engineering (Chemical, Mechanical, or related discipline) strongly recommended, or other technical degree with demonstrated process safety experience

Work Experience

  • Experience in facilitating process risk analyses such as PHA, HAZOP, and LOPA
  • Experience in facilitating internal auditing of PSM/RMP program compliance
  • Experience interpreting engineering drawings, P&IDs, and technical design information
  • Experience working in oil, gas, chemical, or industrial processing environments
  • Experience collaborating with engineering, operations, and maintenance organizations to address regulatory action items or implementation of new company standards
  • Experience preparing technical analyses, PHA/Audit documentation, and action item reporting/management
  • Experience in use and function of applications such as: PHAPro, Microsoft Excel, Project, Access, Word, etc.
  • Experience researching and preparing project materials and design specifications, contracts, agreements, budgets, engineering studies, and other relevant reports, forms, and correspondence
  • Experience identifying, researching, understanding, evaluating, and prioritizing operational problems and coordinating appropriate action/response

  • Ability to: Apply knowledge of process hazard analysis to identify and evaluate probability and consequence of process risks
  • Ability to: Inform engineering and operational decisions based on risk-based process hazard analysis
  • Ability to: Communicate process safety risks and safeguards clearly to technical and non-technical audiences
  • Ability to: manage and prioritize multiple assignments with competing deadlines
  • Ability to: recommend and implement new initiatives and complete projects
  • Ability to: apply math, algebraic formulas, and statistical methods
  • Ability to: communicate thoughts, ideas, information, messages, and other written information, which may contain technical material, in a logical, organized, and coherent manner
  • Knowledge of: operation of pipelines, terminals or hydrocarbon processing and related facilities
  • Knowledge of: Process Safety Management and Risk Management Plan regulatory requirements
  • Knowledge of: Independency of layers of protection and safeguard effectiveness
  • Skills in: Facilitating and reviewing process hazard analysis (e.g., HAZOP and LOPA)
  •  Skills in: Interpreting P&IDs, process safety information, and engineering documentation

Licenses and Certifications

  • Process Hazard Analysis Facilitator certification preferred
