Regulatory Intelligence Manager

The Regulatory Intelligence Manager will serve as the central advisory function for regulatory and scheme-driven change across both Pay-In and Pay-Out activities.
The role ensures that:
1.    Regulatory developments (e.g. PSD2/PSD3, AMLR, licensing requirements, safeguarding expectations, transparency, EBA guidelines) are proactively identified, assessed and translated into actionable business impacts.
2.    Card scheme and APM bulletins are monitored, interpreted and prioritised from a risk-based perspective.
3.    Regulatory and scheme-driven requirements are embedded into product design, project prioritisation and feature refinement.
4.    Change initiatives impacting compliance obligations are structured, documented and tracked in coordination with Product, Legal, Risk and Technology teams.
This role operates as a strategic bridge between Regulatory Legal, Compliance, Product and Scheme stakeholders.

1. Regulatory Intelligence & Advisory

  • Monitor and analyse regulatory developments impacting Pay-In and Pay-Out activities (EU and international where relevant).
  • Translate regulatory changes into structured impact assessments for the business.
  • Provide advisory opinions on regulatory feasibility of new product features, commercial models or structural changes.
  • Support passporting readiness and new market entry from a regulatory standpoint.

2. Scheme & APM Bulletin Oversight

  • Maintain a centralised database of relevant scheme and APM bulletins (Visa, Mastercard, alternative payment methods, etc.).
  • Assess business and compliance impacts of scheme rule changes.
  • Coordinate prioritisation discussions with Product and Platform teams.
  • Ensure audit trail and structured documentation of decisions taken.

3. Regulatory Change Management

  • Drive regulatory change management processes across Pay-In and Pay-Out initiatives.
  • Ensure impact assessments lead to defined remediation or implementation plans.
  • Track implementation progress in coordination with Product, R&D, Platform and R&C teams.
  • Escalate material regulatory risks to governance bodies (e.g. RCC, ICB where applicable).

4. Product & Compliance Feature Refinement

  • Act as advisory partner to Product teams in refining compliance-related features (e.g. SCA, fraud controls, safeguarding flows, transparency, scheme monitoring features).
  • Support prioritisation of compliance-driven enhancements within roadmaps.
  • Ensure regulatory-by-design and scheme-compliance-by-design principles are embedded early in project phases.

5. Governance & Documentation

  • Ensure regulatory interactions and material interpretations are documented.
  • Support regulator-facing materials where required (e.g. notifications, clarifications, impact explanations).
  • Contribute to internal governance reporting on regulatory change status and emerging risks.
