Researcher on Transitional Justice and Legal Reforms aimed at Enhancing Youth Participation || باحث/ة في العدالة الانتقالية والإصلاحات القانونية الرا

Within the framework of the Syrian Center for Media and Freedom of Expression’s efforts to support transitional justice processes in Syria and enhance their inclusivity and representation, the Center is implementing a project aimed at developing policy recommendations that strengthen the participation of young women and men (aged 18–29) in transitional justice processes and legal reforms. The project seeks to ensure that young people’s priorities and needs are integrated into the design and implementation of these processes, including the work of the relevant national bodies, particularly the National Commission for Transitional Justice and the National Commission for Missing Persons.

As part of this project, the SCM will organize two multi-stakeholder roundtables in Damascus, bringing together young legal professionals and individuals interested in legal affairs, youth affected by the conflict, and representatives of key stakeholders, including the National Commission for Transitional Justice, the National Commission for Missing Persons, Bar Associations, civil society organizations, and victims’ groups. The roundtables aim to discuss young people’s priorities and the challenges affecting their participation in transitional justice and legal reform processes, and to formulate practical policy recommendations that reflect their perspectives and priorities. These recommendations will contribute to strengthening youth participation in these processes, ensuring that their priorities and needs are incorporated into transitional justice initiatives, and informing the work of the relevant national bodies.

Accordingly, the Center announces its intention to contract a service provider (Researcher on Transitional Justice and Legal Reforms aimed at Enhancing Youth Participation) to undertake the following tasks:

1. Preparation of the Roundtable Methodology and Agenda

Develop the methodology and agenda for the two roundtables, in close coordination with the Center’s team, to ensure the achievement of the project objectives and active dialogue among participants.

2. Development of Discussion Materials

Prepare discussion themes, guiding questions, and all necessary facilitation materials to ensure comprehensive coverage of key issues and encourage the active participation of all attendees.

3. Participation in and Facilitation of the Roundtables

Attend both roundtables in person in Damascus throughout their full duration (three days for each roundtable), contribute to facilitating discussions in cooperation with the Center’s team, and ensure proper documentation of participants’ contributions and key outcomes.

4. Analysis of Findings

Analyse the outcomes of the discussions and identify the priorities and recommendations proposed by participants during each roundtable.

5. Development of Policy Papers

Prepare two policy papers based on the outcomes of the roundtables. Each paper should reflect the priorities and recommendations of the targeted youth group, developed in consultation with the participating young women and men and under the supervision of the Center’s team. Each policy paper should include practical recommendations addressed to national stakeholders, particularly the National Commission for Transitional Justice and the National Commission for Missing Persons.

6. Submission of an Implementation Timeline

Provide a detailed implementation timeline covering all stages of the assignment, including preparation of the roundtables, implementation, development of the two policy papers, and submission of the final deliverables.

Required Qualifications

• Minimum of five years of experience in transitional justice, legal reform, or public policy development.
• Proven experience in preparing policy papers, research studies, or analytical reports related to transitional justice, the rule of law, or legal reforms.
• Demonstrated experience in designing or facilitating multi-stakeholder dialogues, national consultations, or participatory dialogue processes.
• Strong knowledge of the Syrian context, including transitional justice processes and relevant national stakeholders.
• Excellent analytical skills and demonstrated ability to formulate evidence-based policy recommendations.
• Proficiency in Arabic (written and spoken) is essential.
• Residence in Syria or ability to travel to Syria during the implementation period.

Work Location and Dates

Location: Damascus (travel and accommodation costs will be covered).

Implementation Period: First half of September 2026 (tentative and subject to change), to conduct two roundtables, each lasting three days.

في إطار جهود المركز السوري للإعلام وحرية التعبير لدعم مسارات العدالة الانتقالية في سوريا وتعزيز شمولها وتمثيلها، ينفذ المركز مشروعاً يهدف إلى تطوير توصيات سياسات تعزز مشاركة الشباب والشابات (18–29 عاماً) في عمليات العدالة الانتقالية والإصلاحات القانونية، وتكفل إدماج أولوياتهم واحتياجاتهم في تصميم هذه العمليات وتنفيذها، بما في ذلك أعمال الهيئات الوطنية المعنية، ولا سيما الهيئة الوطنية للعدالة الانتقالية والهيئة الوطنية للمفقودين.

وفي هذا الإطار، سينظم المركز طاولتين مستديرتين متعددتي أصحاب المصلحة في مدينة دمشق، تجمعان شباباً وشابات من القانونيين/ات والمهتمين/ات بالشأن القانوني، إلى جانب شباب وشابات متأثرين/ات بالنزاع، وممثلين/ات عن أصحاب المصلحة، بما في ذلك الهيئة الوطنية للعدالة الانتقالية، والهيئة الوطنية للمفقودين، ونقابات المحامين، ومنظمات المجتمع المدني، ومجموعات الضحايا، بهدف مناقشة أولويات الشباب والشابات وتحديات مشاركتهم في مساري العدالة الانتقالية والإصلاحات القانونية، وصياغة توصيات سياسات عملية تعكس رؤاهم وأولوياتهم، بما يسهم في تعزيز مشاركتهم في هذه المسارات، وضمان إدماج أولوياتهم واحتياجاتهم في عمليات العدالة الانتقالية، والاستفادة من هذه التوصيات في أعمال الهيئات الوطنية المعنية.

وبناءً عليه، يعلن المركز عن رغبته في التعاقد مع مزود/ة خدمات (باحث/ة في العدالة الانتقالية والإصلاحات القانونية الرامية إلى تعزيز مشاركة الشباب/ات) لتنفيذ المهام التالية:

1. المهام المطلوبة

• إعداد منهجية عمل وجدول أعمال للطاولتين المستديرتين، بالتنسيق مع فريق المركز، بما يضمن تحقيق أهداف المشروع وتشجيع الحوار البناء بين المشاركين-ات.
• إعداد محاور النقاش والأسئلة التوجيهية والمواد اللازمة لتيسير جلسات الطاولتين المستديرتين، بما يضمن تغطية القضايا الرئيسية وتحفيز مشاركة جميع المشاركين-ات.
• الحضور الشخصي للطاولتين المستديرتين في مدينة دمشق طوال مدة انعقادهما (ثلاثة أيام لكل طاولة مستديرة)، والمشاركة في تيسير النقاشات بالتعاون مع فريق المركز، وضمان توثيق المداخلات والنتائج الرئيسية.
• تحليل مخرجات النقاشات واستخلاص الأولويات والتوصيات التي طرحها المشاركون-ات في كل طاولة مستديرة.
• إعداد ورقتي سياسات تستندان إلى مخرجات الطاولتين المستديرتين، بحيث تعكس كل ورقة أولويات وتوصيات الفئة الشبابية المستهدفة، وذلك بالتعاون والتشاور مع الشباب والشابات من الفئة المعنية بكل طاولة مستديرة، وتحت إشراف فريق المركز، على أن تتضمن كل ورقة توصيات عملية موجهة إلى أصحاب المصلحة الوطنيين، ولا سيما الهيئة الوطنية للعدالة الانتقالية والهيئة الوطنية للمفقودين.
• تقديم جدول زمني تفصيلي يوضح مراحل تنفيذ المهمة، بما يشمل التحضير للطاولتين المستديرتين وتنفيذهما وإعداد ورقتي السياسات وتسليم المخرجات النهائية.

1. المؤهلات المطلوبة

• خبرة لا تقل عن خمس سنوات في مجال العدالة الانتقالية، أو الإصلاح القانوني، أو تطوير السياسات العامة.
• خبرة مثبتة في إعداد أوراق السياسات أو الدراسات أو الأبحاث المتعلقة بالعدالة الانتقالية أو سيادة القانون أو الإصلاحات القانونية.
• خبرة في تصميم أو تيسير الحوارات متعددة أصحاب المصلحة أو المشاورات الوطنية أو جلسات الحوار التشاركي.
• إلمام قوي بالسياق السوري، بما في ذلك مسارات العدالة الانتقالية والجهات الفاعلة الوطنية.
• قدرة عالية على التحليل وصياغة التوصيات السياساتية.
• إتقان اللغة العربية كتابةً وتحدثاً شرط أساسي.
• الإقامة في سوريا أو الاستعداد والقدرة على السفر إليها خلال فترة تنفيذ النشاط.

1. المستندات المطلوبة للتقديم

• عرض مالي يشمل صلاحية العرض (المدة والتاريخ والتوقيع).
• إثبات خبرة من مشاريع مماثلة (شهادات، تقارير، أمثلة عمل).
• ما لا يقل عن اثنين من المراجع المهنية.

1. موقع العمل: دمشق (تكلفة السفر والإقامة ستكون مغطاة)
2. تاريخ العمل: النصف الأول من أيلول/سبتمبر 2026 (موعد أولي قابل للتعديل)، لتنفيذ حلقتي نقاش مدة كل منهما 3 أيام.
3. معيار التقييم

• خبرة المتقدم/ة وقدرته/ها على تنفيذ المهام المطلوبة، بما في ذلك إعداد وإدارة الحوارات متعددة أصحاب المصلحة وتحليل مخرجاتها وإعداد أوراق السياسات في مجالات العدالة الانتقالية والإصلاحات القانونية (70%).
• العرض المالي (30%).
