Senior Manager, Driver Safety, DOT & HazMat Compliance

Position Summary

The Senior Manager, Driver Safety, DOT & HazMat Compliance leads CVS Health's transportation safety and regulatory compliance programs. This role ensures our private fleet and hazardous materials shipping operations comply with federal regulations while promoting a culture of safety, continuous improvement, and operational excellence.

The position serves as the company's expert on driver safety, Department of Transportation (DOT) regulations, Federal Motor Carrier Safety Administration (FMCSA) requirements, and hazardous materials shipping compliance. You will partner with leaders across Operations, HR, Legal, Risk Management, Technology, and Health, Safety & Environment (HSE) to reduce risk, improve performance, and maintain compliance.

Key Responsibilities

Transportation Safety & Regulatory Compliance

• Manage driver safety and FMCSA/DOT compliance programs.
• Oversee Driver Qualification Files (DQFs), driver onboarding, annual reviews, medical certifications, and recordkeeping.
• Monitor Hours of Service (HOS), Electronic Logging Devices (ELDs), roadside inspections, and driver compliance.
• Manage DOT-required drug and alcohol testing programs.
• Support FMCSA Drug & Alcohol Clearinghouse requirements and reporting.
• Lead hazardous materials shipping compliance, including packaging, labeling, documentation, security, and training.
• Stay current on regulatory changes and implement compliance requirements.
• Maintain readiness for audits, inspections, and regulatory reviews.

Safety Management & Continuous Improvement

• Support and improve transportation safety programs within CVS Health's HSE Management System.
• Use continuous improvement principles to strengthen compliance, safety performance, and operational processes.
• Assist with audits, corrective actions, performance reviews, and risk management activities.
• Ensure training, compliance requirements, and performance metrics are integrated into daily operations.

Technology & Reporting

• Partner with Technology and Fleet Operations to optimize telematics, ELDs, dashcams, and compliance tools.
• Maintain accurate compliance records and reporting systems.
• Develop dashboards, scorecards, and key performance indicators (KPIs).
• Analyze safety and compliance data to identify trends, risks, and improvement opportunities.
• Provide reports and recommendations to leadership.

Training & Governance

• Define training and qualification requirements for drivers and employees involved in hazardous materials shipping.
• Partner with Learning & Development to ensure required training is completed and effective.
• Develop guidance materials, job aids, and compliance resources.
• Set expectations for carriers, contractors, and third-party vendors.

Audits, Investigations & Corrective Actions

• Lead compliance audits, field assessments, and inspections.
• Investigate DOT-recordable crashes, transportation incidents, and compliance violations.
• Conduct root cause analyses and oversee corrective action plans.
• Partner with Legal, Risk Management, HR, and Operations on investigations and regulatory responses.

Leadership & Collaboration

• Lead and develop transportation safety and compliance team members.
• Establish priorities, allocate resources, and ensure successful program execution.
• Build strong partnerships across Operations, HR, Legal, Risk Management, Procurement, Technology, and HSE teams.
• Promote a culture of accountability, safety, and continuous improvement.

Required Qualifications

• 7+ years of experience in transportation safety, DOT/FMCSA compliance, hazardous materials compliance, fleet operations, or a related field.
• Strong knowledge of FMCSA regulations, DOT requirements, and hazardous materials transportation regulations.
• Experience managing compliance programs involving driver qualifications, Hours of Service, drug and alcohol testing, and regulatory reporting.
• Experience supporting multi-site transportation operations.
• Experience using compliance technologies such as telematics, ELDs, dashcams, and related systems.
• Experience leading audits, investigations, and corrective action programs.
• Strong analytical, communication, and stakeholder management skills.
• Ability to influence and collaborate across a matrixed organization.

Preferred Qualifications

• Previous people leadership experience.
• Experience supporting private fleet operations.
• Experience managing enterprise hazardous materials compliance programs.
• Professional certifications such as CDS, CSP, ASP, or CHMM.
• Experience with transportation safety and compliance technology platforms.
• Experience managing third-party transportation or safety vendors.
• Experience leading compliance improvements across large multi-location operations.

Pay Range

The typical pay range for this role is:

$82,940.00 - $182,549.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.  The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors.  This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.  This position also includes an award target in the company’s equity award program.
