Summary
Serves as the Deputy Assistant Chief Counsel and managing attorney within the Office of the Chief Counsel: Acquisition and Fiscal Law Division, AGC-500.Duties
Serves along with the Assistant Chief Counsel, directs the planning and execution of all legal aspects related to the Agency's acquisition and fiscal law programs, and associated processes for the multi-billion dollar modernization of the nations air transportation network and supporting infrastructure, in accordance with statutory, regulatory, and Acquisition Management System (AMS) requirements and Office of the Chief Counsel timelines, goals, and metrics. Assists with legal sufficiency review of programs and policies so that program activities are consistent with the priorities of the FAA Administrator and Chief Counsel. Incumbent reports directly to the Assistant Chief Counsel for Acquisition & Fiscal Law Division (AGC-500). Provides central leadership, direction, and oversight of the day-to-day management and operation of the division by ensuring a collaborative and consistent approach to recurrent legal matters throughout the organization. Ensures the work performed is aligned with both long and short-term agency plans and objectives; communicates the vision, goals, and objectives of the Assistant Chief Counsel; and establishes priorities that align with those goals. In conjunction with the Assistant Chief Counsel, oversees all legal aspects of FAA¿s acquisition and fiscal law management programs in both headquarters and the regions, including litigation, training, policy direction, and evaluation of services provided by those offices. Provides expert legal advice, interpretations, opinions, and innovative solutions, regarding all aspects of real estate matters and contract formation and administration, including fiscal law, bankruptcy, conflict of interest, comparative acquisition systems, environmental, ethics, export control, information disclosure, intellectual property, legislative technical assistance, mergers, policy, procurement integrity, property disposal, security, suspension and debarment, and socio-economic laws affecting acquisitions. The Deputy also supports the Aviation War Risk Insurance program, which is sensitive and impacts the nation's national security posture. As required, provides legal support and guidance to the FAA Aviation Insurance, Counter Unmanned Aircraft Systems (C-UAS), Insider Threat, and Facilities programs involving a variety of issues of a classified nature. As required, performs and oversees legal support as a Cyber Legal Advisor. In this role, maintains the ability to monitor and assess the potential impact of emerging technologies on laws, regulations, and/or policies. Maintains and exercises knowledge of laws, policies, procedures, or governance relevant to cybersecurity for critical infrastructures. Maintains knowledge of intelligence gathering principles, policies, and procedures including legal authorities and restrictions; knowledge of business operation plans, concept operation plans, orders, policies, and operational rules; knowledge of foreign disclosure policies and import/export control regulations as related to cybersecurity; and, knowledge of privacy disclosure statements based on current laws. Provides written and oral legal advice and recommendations on relevant topics related to cyber law. Implements the legal aspects of acquisition and fiscal law, related strategic and organizational initiatives, and goals to include tracking and monitoring their completion. Directs expert legal advice regarding all aspects of Agency policies relating to the Acquisition Management System (AMS) and for the aviation insurance program. With the Assistant Chief Counsel, establishes objectives and strategies for subordinates in support of the acquisition and fiscal goals of the FAA. Directs the work of subordinate managers and staff attorneys. Assigns tasks and responsibilities to subordinate managers. Under the executive direction of the Assistant Chief Counsel, takes action, directs subordinates, and acts independently under delegated authority.Qualifications
