Laos (Lao PDR) is a civil-law, single-party jurisdiction with a small and developing legal profession concentrated in Vientiane. Lawyers work in a limited private bar, in-house and advisory roles tied to foreign investment, banks and resource projects, NGOs and rule-of-law programmes, and the public sector including the Ministry of Justice and the Office of the Public Prosecutor. Foreign lawyers may advise on foreign and international law only with Ministry of Justice authorisation and Bar Association registration, and cannot litigate Lao-law matters.
A candidate is generally a Lao citizen with good knowledge of Lao language and culture who holds at least a bachelor's degree in Lao law, then completes the Ministry-of-Justice-prescribed professional lawyer training and obtains the certificate of completion issued by the Minister of Justice. This is followed by a supervised lawyer internship (commonly cited as at least one year). The candidate then registers with the Lao Bar Association (under Ministry of Justice oversight) to practise; exemptions from the training exist for those with long judicial, prosecutorial, legal-sector or law-teaching experience (typically 10 or more years).
