Monaco is a very small civil-law principality where the legal profession is tightly regulated and numerically tiny (on the order of a few dozen practitioners). Lawyers (avocats-defenseurs, avocats and avocats-stagiaires) hold a monopoly on representing clients before the Monegasque courts, and much high-value work relates to wealth management, real estate, corporate and private-client matters. Notaries and other auxiliaries of justice operate alongside the Bar.

Becoming a lawyer in Monaco

A candidate must hold a French university master's degree in law (at least a Master I / maitrise) or an equivalent qualification, be of good character and enjoy full civil rights, generally be a Monegasque national, not be registered with a foreign bar, and pass the Monaco Bar admission examination. Admission as an avocat-stagiaire is pronounced by order of the Director of Judicial Services; the trainee then serves about three years (attending hearings, handling legal-aid cases and working in an avocat-defenseur's practice) and practises as an avocat. An avocat with around five years' successful practice may be appointed avocat-defenseur by Sovereign Order.
