Palau is a very small Pacific market dominated by the public sector and centred on Koror (the commercial hub) and the capital district of Ngerulmud. Legal work is mostly with the national government, the Office of the Attorney General, the Palau Judiciary, a handful of private firms, and roles touching land law, the Constitution and the Compact of Free Association with the United States. Volumes are tiny and many lawyers are US-trained, given Palau's US-influenced common-law system.
Graduate from an ABA-approved (US) law school, pass the MPRE (score of at least 75), then pass the Palau Bar Examination and meet character-and-fitness requirements; admission is by the Palau Supreme Court. Palau does not generally admit by comity or reciprocity, so the local bar exam is required. Foreign (non-US) law graduates are generally not eligible by examination and may be considered only if the Palau Supreme Court grants a special waiver.

To become a lawyer in Palau you generally graduate from an ABA-approved US law school and pass the MPRE with a score of at least 75. You then sit the Palau Bar Examination, a once-a-year three-day exam combining standard US components (MBE, MEE, MPT) with Palau-specific essays on customary law, land law, the Constitution and the Compact of Free Association (Palau is moving to the NextGen UBE from July 2026, retaining a Palau-specific essay paper). You must also satisfy character-and-fitness requirements, and admission is granted by the Palau Supreme Court through its bar admission committee/board of bar examiners. Palau does not offer admission by comity or reciprocity, and foreign-educated (non-US) graduates are usually only considered through a special waiver from the Supreme Court.
The Palau Supreme Court (Palau Judiciary) controls admission to the bar through the Palau Bar Admission Committee / Board of Bar Examiners; the Palau Bar Association is the professional body.
