To become a lawyer (abogado) in Panama you first complete a Licenciatura en Derecho from a recognised university (foreign degrees must be validated). Since Law No. 350 of 2022 you must pass the national professional-access examination (examen de idoneidad). You then apply to the Fourth Chamber of General Business of the Supreme Court of Justice (Corte Suprema de Justicia) for your certificate of idoneidad, which legally authorises you to practise. Joining the Colegio Nacional de Abogados de Panama is voluntary, as mandatory bar membership was ruled unconstitutional in 1994.
Admission and the certificate of professional fitness (idoneidad) to practise law are handled by the Fourth Chamber of General Business (Sala Cuarta de Negocios Generales) of the Supreme Court of Justice (Corte Suprema de Justicia). The Colegio Nacional de Abogados de Panama (National Bar Association) is the professional body, but membership is voluntary, not compulsory.
