Countries A and B agree to a practice whereby no craft can enter their harbours at night time without seeking permission twenty-four hours in advance from the harbour master. Ships from all around the world abide by this rule when visiting Countries A and B for a number of years. Although it sends no ships to Countries A or B, newly created country C objects to this practice. Country D also objects, although all ships of Country D have abided by the rule over the years.
