ST | 0 Hrs. JOB OVERVIEW

Provide services and support as a Freedom of Information Act (FOIA) Administration Support (FOIA Compliance & Litigation Specialist ) in the DOD/Military Industry Sector focussing on Compliance Solutions for clients such as US Department of the Army (Army) | Office of the Staff Judge Advocate, Joint Task Force – Guantanamo Bay (JTF-GTMO), Cuba Generally Located In OCONUS - GTMO Cuba and across the OCONUS - Caribbean Region (Greater and Lesser Antilles – Cuba) Region (Of Country/World).

RESPONSIBILITIES AND DUTIES FOIA Compliance & Litigation Specialist  | FOIA Administration Support [USA004009]

FOIA Compliance & Litigation Specialist - Provides technical expertise in FOIA request processing, legal reviews, exemption application, and litigation support. Drafts Vaughn indexes, declarations, and official responses while ensuring adherence to EO 13392, EO 13526, and Title 5 U.S.C. § 552 requirements.

FOIA Site Lead Specialist (FSLS) Responsibilities include:

  • ­Initial review of FOIA requests
  • ­Coordinating document searches
  • Reviewing responsive materials
  • Applying redactions using Redact Express and similar tools
  • Ensuring compliance with FOIA statutes.
  • ­Providing FOIA-specific training to action officers and providing technical support.
  • Developing an action plan for new FOIA cases. Establishing processes and assigning appropriate resources to effectively fulfill contract performance requirements.
  • Reviews and analyzes FOIA requests and makes determinations as to whether and where data in question exists, its reliability and which personnel should be involved. 
  • Conduct quality assurance reviews for redactions submitted by JTF-GTMO Directorates. 
  • Tracks and coordinates responses from various offices and redacts materials where appropriate.
  • Processing FOIA requests using the department’s FOIA request management tracking system including assembling legal documents and evidence, reviewing cases, redacting information and applying exemptions as necessary, preparing the appropriate responses, and electronically submitting to Government staff for approvals. 
  • Drafts and prepares for signature responses to requests, which may contain redactions or partial denial to protect information. 
  • Communicating with outside organizations and higher headquarters on FOIA-related matters.

The FOIA Site Lead Specialist (FSLS) shall exhibit and provide prior knowledge and experience in FOIA processing to support JTF-GTMO’s mission and liaise with the JTF-GTMO FOIA Program Manager and coordinate closely with other JTF-GTMO directorates to streamline FOIA response efforts.  Additional duties may include drafting FOIA-related documents for JTF-GTMO personnel review and signature, conducting follow-up training for JTF-GTMO staff, and ensuring proper document handling procedures. 

Additionally, personnel will assist in archiving, maintaining government records, and conducting quality assurance reviews to ensure that sensitive information is properly handled in accordance with FOIA exemption guidelines. This role is vital to ensuring transparency, accountability, and compliance with federal disclosure laws while safeguarding sensitive national security and law enforcement information.

FOIA & Declassification Request Processing

  • ­Accept, initiate, process, task, research, and reconcile FOIA and declassification requests, appeals, and litigations per Title 5 U.S.C. § 552/SC 27-2.
  • Ensure completion within 20 business days (simple requests) or 30 business days (complex requests) of receiving proper documentation.
  • Notify requestors in writing if additional research is required and update the accountability tracker accordingly.

FOIA/MDR Case Accountability & Tracking

  • Maintain accurate case tracking using spreadsheets, databases, software, and reports in compliance with EO 13392 and 13526.
  • Update FOIA/MDR case statuses by COB each workday to ensure full accountability.

Document Search, Review, & Redaction

  • ­Conduct document searches personally or through coordination with other directorates/entities.
  • Compare located records with security classification guides and prepare written recommendations for redaction or withholding based on authorized FOIA exemptions.
  • Apply redactions using standardized templates or SOP specifications.
  • Conduct line-by-line review of FOIA/declassification documents and apply appropriate exemptions within two weeks of receipt.

Records Management & Compliance

  • Scan, store, and organize clean record copies and redacted versions following Army Information

Management guidelines (AR 25-1).

  • Properly name, tag, and store classified and unclassified FOIA records.

Coordination & Referral Processing

  • ­Utilize FOIA management systems to task, coordinate, and refer requests across commands, Security

Cooperation Organizations, Joint Task Forces, and Components.

  • Track external FOIA referrals and mark cases closed upon transmission of referral receipts.

Quality Assurance & Compliance Reviews

  • Conduct quality assurance (QA) reviews for redactions submitted by JTF-GTMO directorates.
  • Ensure compliance with FOIA and declassification procedures before submission.

Correspondence & Legal Documentation

  • Draft and prepare official responses to FOIA/declassification requests, appeals, and litigation cases, including Vaughn indexes and declarations.

FOIA & Declassification Training Support

  • Update FOIA training slides and materials for FOIA/Declassification awareness programs.
  • Schedule and conduct training sessions for FOIA Administrators within 72 hours of a training request (typically one-on-one or small group format).
  • FOIA/Declassification System Management & Reporting
  • ­Maintain and manage FOIA/declassification databases and reporting systems.
  • Prepare and submit information papers, reports, briefings, and assessments as required.
  • Liaison & Coordination with JTF-GTMO FOIA Manager
  • Contract employees will coordinate and deconflict all FOIA-related tasks with the JTF-GTMO FOIA Manager to ensure efficiency and compliance.

Education / Experience Requirements / Qualifications

Experience and Education Of FOIA Site Lead Specialist (FSLS)

This role requires strong attention to detail, analytical skills, and the ability to manage sensitive government information in a high-security environment.  The objective is to enhance JTF-GTMO’s FOIA processing efficiency while ensuring strict adherence to legal and regulatory requirements governing federal information disclosure.

  • ­Experience in FOIA processing, declassification reviews, and legal document preparation within a DoD or federal government environment.
  • ­Proficiency with document management systems, Redact Express, and classified material handling.
  • ­Strong understanding of FOIA exemptions, security classification guides, and federal records management regulations.
  • Ability to work independently, coordinate across multiple stakeholders, and maintain strict confidentiality.

The FSLS will have a minimum of three (3) years’ experience in processing FOIA requests and reviewing proposed redactions.  The individual in this position shall have experience: 

  • Lead Specialist must hold a bachelor’s degree.
  • ­Shall be able to read, write, speak, and understand English, as well as possess basic computer skills including familiarity with Microsoft Office Suite, SAFE, and Redact Express.
  • ­Demonstrate a commitment to quality and customer support.

Ancillary Details Of The Roles

Due to the sensitive nature of our work, the individuals who will be actively completing work on this contract or reviewing documents related to our operations must either be cleared (Secret Fcl / Top Secret Fcl) or be able to obtain and maintain a clearance.  All personnel must possess an active Secret clearance with eligibility for Interim TS/SCI or a full TS/SCI clearance in DISS at the time of proposal submission and maintain it throughout the contract. Compliance with FAR 52.204-2 and DoD security requirements (DD Form 254, DD Form 441, and DoD 5220.22-M) is mandatory. Employees denied a Top Secret clearance after receiving an Interim TS will be restricted from contract duties, but this does not relieve ProSidian from performance obligations.

Additional ancillary responsibility for Energy Communications Specialist involves engaging with stakeholders to ensure alignment with DOE objectives.
