Job Description
POSITION SUMMARY
The HR Compliance Officer serves as the Compliance Coordinator who assists all employees. This position manages progressive discipline per the rules from the Civil Service Division, employee grievances, investigations, garnishments, unemployment, employment verifications, and other tasks to ensure the agency remains compliant with federal and state laws and rules.
POSITION RESPONSIBILITIES

Works closely with the Director of Human Resources, the HR Administrator, and the HR Manager.
Works closely with the HR Manager to administer progressive discipline initiated from a supervisor’s requests or assigned by the HR Director.
Travel may be required.
Complex disciplines will be carried out by the HR Manager.
Works closely with the HR Administrator to process internal investigations initiated by personnel grievances or assigned by the HR Director.
Travel may be required.
Complex investigations will be carried out by the HR Administrator.
Reviews and processes garnishments.
Processes unemployment claims.
Reviews and processes employment verifications.
Gather data to purchase employment law posters and ensure each required location/area has one displayed as per federal regulations.
Travel to some locations may be required.
Assists with job descriptions upon request.
Research and provide recommendations on the FLSA status of a position upon request.
Maintains a system of employee personnel records and payroll records; performs audits at the direction of the HR Director.
Generates and sends reports, as assigned; updates the HR Tracking Log weekly.
Assists HR Team Members with tasks, projects, programs, meetings, trainings, and presentations. Serves as back-up for all HR Team Members.
Assists in policy management and leadership development.
Other duties and/or projects as assigned.
This position may be expected to cross-train in other sections of their division and perform the job duties in each section, based on the needs of the agency.
KNOWLEDGE, SKILLS, & ABILITIES
Knowledge of federal & state rules, laws, and standards related to human resource management and demonstrated ability to analyze and interpret these rules in various situations.
Knowledge of human resources management policies and procedures.
Knowledge of business communications; utilizing correct spelling, grammar, and business communication etiquette
Excellent communication skills; writing, speaking, and presenting.
Ability to work as a team member as well as independently, exercising good judgement and initiative.
Strong work ethic and effective time management and organizational skills, including ability to manage multiple projects with multiple deadlines.
Advanced computer skills with all Microsoft Office.
Self-motivated and able to work independently to accomplish assigned tasks.
Ability to represent the agency in a positive and professional manner.
Ability to thrive in a fast-paced and changing environment.
Ability to establish and maintain effective working relationships.
Ability to facilitate presentations in a clear and concise manner.
Ability to maintain confidentiality in all areas of Human Resources.
Ability to have regular and reliable attendance.
EDUCATION & EXPERIENCE
The minimum qualifications for this position are:
A bachelor’s degree in human resources, law, or related field, plus one (1) year of professional experience in human resources, law, or related field;
OR an equivalent combination of education and experience
Preference may be given to candidates who have:
At least one year of work experience utilizing Workday, specifically in Human Resources for the State of Oklahoma.
At least one year of professional experience in human resources, law, or related field.
SPECIAL REQUIREMENTS
The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency.
This position will require occasional travel. The selected candidate must be willing and able to perform all job-related travel. State vehicles may be available, but reliable transportation may be required for local travel.
This position works in a comfortable office setting with a computer for a large percentage of the workday.
