Job Description
IHL Legal Adviser — ICRC Iraq Delegation, Baghdad
The International Committee of the Red Cross (ICRC) Iraq delegation is seeking an IHL Legal Adviser to strengthen dialogue with parties to armed conflict and support integration of international humanitarian law into Iraqi military doctrine and domestic legislation.
Key Responsibilities
- Advise on the application of international humanitarian law (IHL) in the Iraqi context
- Engage with Iraqi security forces, Kurdistan Region Peshmerga, and other armed actors on IHL compliance
- Support Iraq's National IHL Committee in implementing Geneva Convention obligations
- Provide legal analysis on detention-related matters including conditions of detention and judicial guarantees
- Contribute to ICRC reports and policy positions on IHL developments in Iraq
- Support the missing persons program from a legal framework perspective
- Deliver IHL training sessions for military officers, police, and judicial officials
Requirements
- Law degree with specialization in international humanitarian law, international criminal law, or public international law
- 3-7 years of professional experience in IHL, humanitarian protection, or related legal fields
- Previous experience in conflict-affected environments, preferably in the Middle East or similar contexts
- Strong understanding of the Geneva Conventions and their Additional Protocols
- Fluency in English; Arabic and/or Kurdish language skills are a significant advantage
- Experience working with armed forces on IHL integration
- ICRC or humanitarian organization experience preferred
