Protection Legal Officer — ICRC, Erbil
The ICRC Erbil sub-delegation is seeking a Protection Legal Officer to support detention monitoring, civilian protection, and restoring family links activities in the Kurdistan Region and disputed territories of northern Iraq.
Key Responsibilities
- Conduct detention visits and monitor conditions of detention in Kurdistan Region facilities
- Engage with Kurdish security forces (Asayish) and Peshmerga on protection matters
- Support the restoring family links (RFL) program for displaced populations
- Provide legal analysis on detention-related legislation in Kurdistan Region
- Draft protection reports, recommendations, and briefing notes
- Coordinate with other humanitarian organizations on protection issues in northern Iraq
Requirements
- Law degree with focus on international humanitarian law, human rights, or criminal justice
- 2-5 years of experience in protection, human rights monitoring, or detention oversight
- Understanding of the Kurdistan Region legal and security framework
- Fluency in English and Kurdish (Sorani); Arabic is an asset
- Experience in humanitarian settings preferred
- Strong interpersonal skills and cultural sensitivity
