Job Description

The TLC oversees a transportation ecosystem that moves nearly 1 million riders every single day the equivalent of the entire Boston transit system. TLC is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. With approximately 180,000 licensed drivers, 1,000 businesses, 115,000 vehicles including and the iconic yellow taxi at the heart of our city’s identity, TLC is entering a new era of dignity, accountability, and collaboration across the for hire vehicle sector. TLC continues to be on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, making our licensed fleet more environmentally sustainable, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.

The Legal Affairs Division is the agency’s in-house legal counsel. The division provides legal advice for the various divisions at the TLC. The Legal Affairs Division also drafts agency rules, executes agreements, enforces rules and works on litigation with the New York City Law Department.

Job Description:
Assist with a broad range of legal work for the Legal Affairs Division; serve as a legal advisor regarding regulatory and governance issues, contracts, procurement, local laws, and administrative and judicial proceedings; exercise legal knowledge on matters of law and public policy; draft and review legal documents; track and manage legal issues through resolution; conduct review of applicable laws to ensure legal best practices; coordinate data driven analysis; prepare explanatory materials; draft advisory opinions; coordinate internal investigations to ascertain facts and develop positions and recommendations; review legal claims and recommend appropriate action; assist senior management with legal aspects of areas of responsibility and resolve day-to-day issues; perform complex legal research on issues that are relevant to agency operations and new initiatives; serve as a Records Access Liaison for FOIL requests ensuring transparency, compliance, and privacy policy adherence; communicate with NYC Law Department and District Attorney’s Office regarding information requests; represent TLC at internal and external meetings; develop and deliver high level presentations; and handle special legal projects as assigned.

Note:
New Hire Rate: $72,510
After two (2) years of city employment: $83,388

Qualifications

Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.
