Senior Ethics & Compliance (E&C) Counsel – 3M CHK
The 3M CHK E&C Counsel provides substantive counselling in anti-corruption and other compliance subject matters to clients in 3M’s three business groups and multiple functions. This includes supporting the screening and selection of third parties, providing legal advice and counsel to clients related to higher-risk transactions, and identifying and mitigating risks. This person also plays a significant role in building a strong compliance culture through training, employee communication and leadership engagement, and driving a speak-up culture. He or She will also contribute to global/regional compliance processes such as Risk Assessments and Evaluations.
CHK (China Hong Kong) is one of five geographic areas of 3M operations. The other four areas are Asia, Europe/Middle East, US/Canada and Latin America.
Primary Responsibilities
Substantive Counseling: Advising clients in business and functional groups on anti-corruption and other compliance subject matters, providing tailored and practical solutions and trainings; analyzing and presenting compliance trends, risk insights, and program performance to senior leadership in a clear, concise, and persuasive manner
Third Party Selection, Screening & Engagement: Client counselling, Red Flag Mitigation Plan (RFMP) preparation and approval in third party due diligence process, compliance clauses drafting and approval, training and communication with third parties, such as distributors and vendors
Business Conduct Committees (BCC): Building agenda items, analyzing E&C operation metrics and reporting thereon, leading discussion of E&C projects, ad-hoc participation in BCC meetings
Building Strong Compliance Culture: Identifying and addressing training needs and developing appropriate content, defining yearly training plans for assigned clients, following and supporting execution, providing direct training (live or virtual) to target audience, sustaining E&C parter programs, supporting compliance training for new employees as well as E&C partners within the business and functions
Involvement in Global/Regional Compliance Initiatives: Planning/Executing risk assessments, participation in compliance evaluations, supporting global compliance communication strategy, participating in compliance network meetings, global/regional special projects, etc.
Compliance Investigations: Leading post-investigation support on employee disposition and business remediation; coordinating or managing complex or sensitive investigations and providing guidance on remediation
Collaboration with Business and Function Colleagues: Partnering with colleagues in Legal Affairs, business leaders and various support functions (such as Audit, HR, Finance, Manufacturing, Procurement, Logistics, Government Affairs and IT) to embed compliance requirements into business processes
Skills and Requirements
- Qualified lawyer with minimum 12 years’ work experience; proven leadership experience overseeing regional or multi‑country compliance programs and leading a team of E&C professionals
- Track record of working independently to serve clients, and working on or leading project teams and driving culture improvements across diverse businesses and functions
- Ability to anticipate emerging risks and synthesize complex regulatory, market, and operational factors into clear strategic compliance insights for senior leadership
- Experience in leading or developing a team of compliance professionals, building organizational capability through training, talent development, succession planning, and operating model design
- Strong strategic thinking capability – applying it towards shaping long‑term compliance frameworks, roadmap planning, interpreting organization changes, leadership transitions and shifting business priorities
- Meaningful experience in engaging with government agencies, industry groups and external counsel on E&C matters
- Good knowledge of Trade Compliance concepts, especially those relating to export control and sanctions
- Strong interpersonal, communication, analytical and problem-solving skills; strong stakeholder management skills, including navigating differing interests among senior leaders and building consensus on high‑impact E&C decisions
- Ability to use GenAI tools to design and refine training/messaging materials which address complex E&C topics and realistic scenario‑based learning needs, while ensuring accuracy and alignment with company standards
- Experience in compliance analytics, dashboard and KPI development will be a plus
- Fluent in English and Chinese
- Ability to travel up to 10% of time
