The Service Oklahoma (SOK) mission is to ease the stress in navigating government services by providing a best-in-class customer experience. We are Oklahomans helping Oklahomans by providing driver license and motor vehicle services on behalf of the state.

This position has an annual rate of $95,000.00

The Service Oklahoma offers a generous benefits package, including a benefits allowance to off-set the costs of medical, dental, vision, life and disability insurance plans. The Service Oklahoma will match up to 7% towards an employee’s Defined Contribution retirement plan. Our employees receive 11 paid holidays, 15 days of paid annual leave, which increases with every 5 years of service, and 15 days of paid sick leave. Additionally, employees will receive longevity payments based on their years of service with the State of Oklahoma.

Job Description

POSITION SUMMARY

The Senior Manager of Regulatory Services is responsible for ensuring the state's compliance with all federal and state laws governing driver licensing and motor vehicle services, and related compliance programs. This role provides strategic oversight of regulatory enforcement, policy development, and procedural decision-making to uphold the integrity, security, and efficiency of the state’s motor vehicle and driver licensing systems.

POSITION RESPONSIBILITIES

This job description describes the general nature and level of work performed by the employee assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities and skills.

  • Ensures adherence to federal laws such as Federal Motor Carrier Safety Administration (FMCSA) regulations, the Driver’s Privacy Protection Act (DPPA), and the REAL ID Act, as well as state-specific driver licensing statutes and administrative codes.

  • Oversees compliance with state and federal policies related to commercial and non-commercial driver licensing, vehicle registration, and titling.

  • Confirms all programs operate within legal requirements while enhancing public safety and protecting personal data.

  • Manages federal and state audits specific to driver license and motor vehicle services, regulatory inquiries, and corrective actions.

  • Develops and implements new legislation, administrative rules, and agency policies.

  • Ensures statewide compliance with FMCSA regulations, the Driver’s Privacy Protection Act (DPPA), the REAL ID Act, and state driver licensing and motor vehicle laws.

  • Creates procedures that align with both federal and state regulations.

  • Maintains the integrity and security of driver licensing and motor vehicle services programs.

  • Guides policy decisions and operational strategies related to both driver licensing and motor vehicle services, ensuring compliance and supporting strategic decision-making.

  • Drafts and proposes new legislation, administrative rules, and regulatory policies related to driver licensing and motor vehicle services.

  • Analyzes changes in federal and state laws, ensuring timely implementation of new requirements affecting both driver licensing and motor vehicle services.

  • Administers the state’s compliance with the REAL ID Act, ensuring secure identity verification processes and adherence to federal guidelines, particularly in relation to both driver licensing and motor vehicle services.

  • Tracks and manages state and federal audits related to both motor vehicle services and driver licensing, ensuring timely responses and corrective actions.

  • Maintains detailed compliance records for both driver licensing and motor vehicle services, addressing regulatory findings and overseeing resolutions.

  • Serves as an authority on procedural and policy decisions related to driver licensing and motor vehicle services compliance.

  • Interprets state statutes, administrative codes, and federal regulations to guide agency operations for both driver licensing and motor vehicle services.

  • Collaborates with other divisions to address daily operational decisions related to driver licensing and motor vehicle services, ensuring smooth workflow, effective coordination, and regulatory adherence.

  • Oversee commercial and non-commercial driver skills testing programs, ensuring FMCSA compliance and alignment with vehicle-related licensing requirements.

  • Monitors and enhance quality control measures for testing procedures and program oversight, ensuring they are in sync with vehicle services requirements.

  • Acts as the primary liaison between the state, FMCSA, the Department of Homeland Security (DHS), and other regulatory agencies on issues related to both driver licensing and motor vehicle services.

  • Serves as a representative for the agency in legislative, interagency, and regulatory discussions related to both domains.

  • Prepares and present detailed compliance reports, policy updates, and legislative proposals to agency leadership, ensuring alignment between driver licensing and motor vehicle.

  • Extensive collaboration with state agencies, federal regulators (FMCSA, DHS, and other governing bodies), AAMVA, jurisdictional partners and agency leadership to ensure that policies align with evolving legal and security standards.

  • Knowledge in regulatory compliance, and leadership experience in government administration with a demonstrated ability to interpret, apply, and enforce laws related to both driver licensing and motor vehicle services.

  • Proficiency in federal and state regulatory frameworks, including but not limited to FMCSA regulations, the Driver’s Privacy Protection Act (DPPA), the REAL ID Act, and state driver licensing and motor vehicle services laws.

  • Interpret complex laws, regulations, and administrative codes, including those that govern motor vehicle services and driver licensing.

  • Ability to navigate complex regulatory challenges and support effective solutions.

  • Engage with various stakeholders, including legislators, state agencies, federal regulators, and the public, as well as prepare and present detailed compliance reports and policy recommendations.

  • Experience with project management and oversight of large-scale compliance initiatives, including implementing and overseeing the operational transition of new regulations or requirements.

  • Proven history of leading cross-functional teams to drive compliance and policy development initiatives.

EDUCATION & EXPERIENCE

The preferred minimum qualifications for this position are:

  • An Juris Doctor (JD) preferred/encouraged,

  • OR 5  years of experience in regulatory compliance, public administration,

  • OR at least 3 years’ experience in overseeing motor vehicle services (such as registration, titling, or licensing) and driver licensing programs.

SPECIAL REQUIREMENTS

  • This position is designated as executive management as determined by the SOK Executive Director and is exempt from the provisions of the Civil Service Rules.  An executive employee may be terminated at any time without the right of complaint pursuant to the Civil Service and Human Capital Modernization Act.  

  • The schedule for this position may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime, based on the needs of the agency. 

  • This position may require occasional travel.  The employee must be willing and able to perform all job-related travel.  State vehicles may be available, but reliable transportation may be required for local travel. 

  • This position works in a comfortable office setting with a computer for a large percentage of the workday.

  • This position requires employees to be able to stand up to eight hours a day and lift 10-50 pounds on a regular basis, with assistance as needed.

  • This position may require the use of stairs, walking, standing, and kneeling.
