Spain is a high-volume civil law market with a large public-sector hiring system (oposiciones) and a deep private market concentrated in Madrid and Barcelona, plus regional hubs such as Valencia, Seville and Bilbao. Lawyers work in domestic and international firms (Garrigues, Cuatrecasas, Uria Menendez), large in-house teams (Santander, BBVA, Telefonica, Iberdrola) and the justice administration. Since the reform took full effect in 2011, qualification has required a postgraduate master plus a national access exam.
