To become an advocaat in the Netherlands you must first complete a law degree at a Dutch university with "civiel effect," including a qualifying law master's. You then begin working as a trainee lawyer (advocaat-stagiair) under the supervision of an experienced principal, and during this period you follow the Professional Training for the Bar (Beroepsopleiding Advocaten), which combines legal skills, ethics, and substantive law with practical assessments. This supervised traineeship runs for roughly three years. Once you complete it, you are entered in the register of lawyers maintained by the Netherlands Bar (NOvA) as a fully qualified advocaat.
The Netherlands Bar (Nederlandse Orde van Advocaten, NOvA) is the statutory professional body that regulates advocaten and maintains the national register of lawyers; local supervision is exercised by the local deans and Supervisory Councils (Raden van Toezicht / the dekens).
